The City of Castle Pines received a petition from VT Crowfoot Valley Landco, LLC, acting in coordination with Ventana Capital, to annex a group of properties, known as Crowsnest, an approximately 795-acre property adjacent to and including portions of Crowfoot Valley Road 3-5 miles east of the Canyons. The property is currently located in unincorporated Douglas County.
Despite the land bordering Parker on 3 sides, Parker officials confirmed they had been approached by the land developer and rejected the idea of the Crowsnest project due to concerns about density, infrastructure strain (traffic, stormwater, amenities), wildlife impacts and the project's scale.
March 19, 2026: the applicant (VT Crowfoot Valley Landco, LLC) officially withdrew the Crowsnest annexation petition, pending potential adoption of Resolution No. 26-23 by the City Council. This withdrawal immediately cancels all scheduled public hearings, including the March 26th Planning Commission meeting on Planned Development zoning.

If approved, this resolution directs city staff to develop a formal Annexation Policy for the City of Castle Pines—to guide any future annexation applications. The policy should establish clear criteria (e.g., density limits, open space requirements, infrastructure readiness, fiscal impact thresholds, and compatibility with community character) so future proposals must meet community standards before advancing to hearings. PAAC encourages every resident to attend this meeting and demand strong, resident-driven criteria (e.g., 36–38% open space minimums, fiscal neutrality, no flagpole annexations, binding wildlife/traffic/school protections) to prevent easy re-approval of Crowsnest or similar projects.
