She has worked in multiple roles in education and has a full breadth of experience and understanding of how our schools work and what students and faculty need to achieve the best results, and it shows. Dr. DeLeon has been recognized as the 2018 ACSA Region 13 Superintendent of the Year and was named one of the 2020 Top 10 Women Superintendents to Watch by Vision and Purpose Magazine. She has also served on the College Board Advisory Council as well as the Board of Directors for the California Linked Learning Alliance.
A purpose
Dr. Penelope DeLeon Superintendent, has done a lot of work within the schools she has served, promoting school, community, and parent engagement. She works tirelessly to ensure students have every opportunity to graduate prepared for college and future careers. Dr. DeLeonensures students have the tools and access they need, and that there are systems of support in place to provide equity and access to rigorous curricula for each and every one of those students.
Through her efforts, her districts have increased enrollment in Advanced Placement and International Baccalaureate courses, improved AP/IB pass rates, increased college, university and FAFSA applications, as well as increasing the graduation rate. Dr. DeLeon helped bring350 million dollars of school facilities funding to one the districts she served, ensuring that students, staff, and teachers had updated facilities to enhance the learning experience- including building a new, state-of-the-art comprehensive high school!
Knowledge and strength
As the 2022 Woman of the Year for Education recognized by California State Assembly District 48, Dr. Penelope DeLeon, Glendora, CA, has a long list of accomplishments to her credit. Her expertise and wealth of knowledge have made her an asset on multiple national and state committees and advisory boards. Penelope DeLeon, Superintendent, has proudly served on the White House Next Generation High Schools Sub-Committee, Ventura County P-20 Council, the Board of Trustees for Homes for Generation of Ventura County, the California Commission for Teacher Education, the Cal State University Channel Islands Advisory Board, the Brandman University Advisory Board, and The College Board K-12 Advisory Committee and Academic Assembly Delegate. She has also been a co-chair for the California State Linked Learning Alliance Advisory Council.

Dr. DeLeon has also served as Adjunct Professor in the Graduate School of Education for California Lutheran University. Previously, she has helped create the right environment for students through her work as the Chief of Secondary Schools for the Fontana Unified School District, as Interim Director of Assessment, Accountability and Elementary Instruction- also within the Fontana Unified School District, and as the Principal of Perris Alternative Education Center and Perris High School.
Prior to that, Dr. Penelope DeLeon worked as an Instructional Specialist for 7-12 Guidance and Interventions at Riverside Unified School District, a Spanish/ELD Teacher at Chaffey Joint Union High School District and Upland Unified School District. She truly understands the schools and students she serves.
