Quezon City, January 26, 2024 - The Department of Social Welfare and Development (DSWD) Central Office hosted a Benchmarking and Knowledge Sharing Activity on January 26, 2024. The event aimed to facilitate collaboration and learning between key personnel of the Ministry of Social Services and Development (MSSD) and its counterparts at the DSWD Central Office. The insights gained were intended to enhance operational strategies crucial to the development of the Ministry's 5-year strategic devolution plan.
The day commenced with preliminary activities such as participant registration and enrollment into the Knowledge Management (KM) Portal. Mr. Christian Olan R. Dorado, ITO II of SWIDB, provided an overview of the KM Portal, ensuring access to relevant releases and documents.
Ms. Edna J. Sacedor, Assistant Bureau Director of SWDB, delivered a warm welcome message. Atty. Raissa H. Jajurie, MSSD Minister, expressed gratitude for the collaboration and shared insightful remarks. Ms. Norilix M. Razalan and Mr. Mohammad Muktadir Ahmad Estrella provided overviews of DSWD and MSSD-BARRM, respectively.
The morning featured breakout sessions covering various topics:
Financial Subsidies and Welfare Goods Best Practices. Led by Ms. Dolores G. Bumanlag, discussions focused on robust safeguards for financial subsidies and welfare goods, covering accountability, transparency, distribution mechanisms, and more.
Assistance In Crisis Situations Implementation. Mr. Edwin S. Morata and Bai Fatty S. Acoy discussed implementing guidelines for prompt and effective support in crisis situations.
Minors Traveling Abroad and Adoption Protocols. Ms. Cheryl P. Mainar and her team highlighted compliance with legal and ethical standards in minors traveling abroad and adoption protocols.
Social Welfare Institution Accreditation (SWIS). Ms. Anna Maria Alexa G. Ledesma and Mr. Mohammad Muktadir Ahmad Estrella shared insights into SWIS guidelines, emphasizing compliance with quality standards and transparency.
Disaster Response Operations and Management. Mr. Rodel Cabaddu and Mr. Marc Leo Butac discussed the operationalization of Disaster Response Operations Monitoring and Information Center (DROMIC).
Strategy Management Frameworks and Operations Management. Mr. Louie M. Descamento, Mr. Jamal M. Ali, and Mr. Nasarodin M. Disoma explored strategy management frameworks and resilient operations management.
Human Resource Management Sections. HRMD discussed policies and guidelines concerning hazard pay, performance metrics, and considerations around contractualization.
Listahanan Project. Mr. Amado G. Suarez, Maria Luz L. Jimenez, and Deputy Minister Nur-Ainee Tan Lim shared insights on the Listahanan Project and the Listahanan database.
Warehouse Management and Logistics. Mr. Justice John T. Banzuela and Mr. Baharuddin Mokamad provided insights into warehouse management for proper inventory control and seamless delivery.
Service Development Capacity Assessment and Technical Assistance. Ms. Gloria A. Alvarado highlighted insights on the Service Development Capacity Assessment and Technical Assistance and Resource Augmentation (TARA).
Knowledge Management. Ms. Norilix Razalan provided a comprehensive presentation on DSWD's KM systems and framework. Her insightful overview offered a detailed glimpse into the agency's adept practices in efficiently managing a diverse array of knowledge products and policies which can be adopted by the MSSD.
The day concluded with a closing program featuring feedback from MSSD, expressing appreciation to DSWD. The Benchmarking and Knowledge Sharing Activity proved successful in fostering collaboration, learning, and the exchange of best practices between DSWD and MSSD-BARRM. The selected topics demonstrated a dedication to improving operational efficiency and service delivery. The activity concluded at 5:00 pm.
