PCAB is a government agency attached to the Department of Trade and Industry and is one of the implementing Boards in the Construction Industry Authority of the Philippines (CIAP).
R.A. 4566 as amended by P.D. No. 1746 provides that no contractor (including sub-contractor and specialty contractor) shall engage in the business of contracting without first having secured a PCAB license to conduct business. It is an offense to engage in contracting business without a license first being obtained.
Penalties and Charges to Unlicensed Contractors

Republic Act no.11711 as of April 27, 2022 is being implemented now by PCAB Office in Makati. This R.A. states the penalty for contractors operating and contracting without a PCAB license
R.A no. 11711 states :
"Any contractor who, for price, commission, fee or wage, submits or attempts to submit a bid to construct, or contracts to undertakes to constructs, or assumes charge in supervisory capacity of a construction work within the purview of this Act, without first securing a license to engage in the business of contracting in the Philippines shall be penalized with a fine of not less than One Hundred thousand pesos (Php100,000) but not more than Five hundred thousand pesos (Php500,000) plus the equivalent of one-tenth of one percent (1%) of the project cost. Furthermore, the offending party shall be prohibited from obtaining a contractor's license for a period of one (1) year from the time that party is found guilty under this provision".
