Rationale
The Philippine Coconut Authority (PCA) is the sole government agency that is mandated to promote the rapid integrated development and growth of the coconut and other palm oil industry in all its aspects and to ensure that the coconut farmers become direct participants in, and beneficiaries of, such development and growth.
PCA is currently implementing programs and projects, in line with the strategic direction and institutional transformation with the end goal of efficiently providing the assistance required to ensure the growth of a market-driven coconut industry. A comprehensive strategy is being used to build program-based systems, with a focus on product development, community enterprise development, productivity, and agricultural research.
The objective of the Productivity Enhancement Program is to help achieve the desired condition of a well-managed production that is responsive to the market's demand for both oil palm and coconut. This comprises planting on expansion areas, reviving nutrient-deficient palms for coconut and oil palm, and replacing senile, damaged, and cut palms utilizing the high-yielding and most suited varieties of these palms.
The Agricultural Research Program offers farmer-driven and farmer-focused research outputs that will support the Productivity Enhancement Program's initiatives and address industry concerns. This includes creating Good Agricultural Practices (GAP), managing Integrated Pest and Diseases, enhancing coconut types through genetics and biotechnology, and being adaptable to climate-related events.
Furthermore, the Authority's Community Enterprise Development Program aims to assist coconut farmers in moving from subsistence farming to agribusinessizing in order to bring in additional income and eventually be able to take on bigger commercial ventures. The purpose of the product development program is to enhance the competitiveness of coconut products and broaden their market reach by providing research outputs that are focused on consumers and driven by the market.
In pursuit to the commitment of President Ferdinand R. Marcos Jr. to plant 100 million coconut trees by 2028, PCA is set to implement Massive Coconut Planting and Replanting Project which is designed to address increasing senility and loss of bearing trees in partnerships with the Local Government Units (LGUs), coconut farmers’ organizations and cooperatives and the private and business sectors in a “whole-of-nation” also known as “BAYANIYUGAN” approach which refers to the spirit of community unity and cooperation in reaching our country’s coconut planting targets.
As an integral part of the implementation of PCA Programs and Projects, a Midyear Planning and Performance Assessment shall be conducted to evaluate the implementation of the programs, projects and activities of the Authority towards the National Development Goals of the country, likewise, to track the status and progress of the project implementation vis-à-vis its target timelines. This also aims to harmonize the strategies and identify intervention programs to resolve issues and concerns in the middle of its implementation. The said activity is also designed to tackle the FY 2025 target and budget of the PCA by providing more specific details of its implementation. Moreover, this will improve the system of monitoring and evaluation of the different programs, projects and activities for efficient and effective feedback mechanism.
Objectives
The planning workshop aims:
To present the strategic direction of PCA in line with the National Development Goals of the country and the priority thrusts in Agriculture particularly the Coconut Sector;
To discuss the existing strengths and weakness of the Authority in terms of research and development, operations, trade and market, CFIDP Implementing Agencies and Support – Administrative and Finance;
To discuss the PCA programs and projects accomplishments for CY 2024 including Carry-Over Targets;
To present the Proposed PCA Risk Management Plan;
To prepare and finalize the Work and Financial Plan for FY 2025.
Duration, Venue and Participants
The planning workshop will be held in Summit Ridge Tagaytay on July 10-13, 2024. It will be attended by PCA Officers including Deputy Administrators, Regional Managers, Center Managers, Department Managers and Division Chief of the Central Office, together with Regional Senior Technical Staff, Accountant, and other concerned employees. Several private sectors were also invited in this event.
