In line with the deliberation of the 2024 OPCRs, the Corporate Planning Service (CPS) has prepared the OPCR Checklist based on the documents gathered. Refer to Annex A below for the detailed OPCR Checklist (A1 = January to June 2024 and A2 = July to December 2024).
In order to expedite the deliberation process and ensure secured record-keeping of OPCR documents, the CPS recommends that offices whose OPCRs for 2024 have not yet been deliberated or submitted should submit their documents through the online platform https://bit.ly/pca-opcr2024.
1. Encoding Reminders in the PCA-OPCR Google Sheet
Here are the reminders in encoding the required information in the PCA-OPCR Google Sheet:
Each Office covered by OPCR submission will have its own dedicated Google Sheet for encoding the required OPCR information.
The encoded OPCR information must exactly match the information provided in the uploaded OPCR document.
The OPCR Google Sheet consists of three (3) worksheets:
1. Office Details – contains the Office-related information (offices, names, dates, remarks, etc.)
2. Indicators+Rating – contains the targets, accomplishments, automated rating scores.
3. Total Rating – contains the automated overall rating scores across categories (Performance Scorecard, Core Functions, and Support Functions), and the Final Average Rating score.
Use the dropdown options whenever available to ensure consistency.
The Uploaded File in the [Indicators+Rating] sheet (Column U) must be identical to the filename of the uploaded file.

(must match the uploaded file R1-Scorecard-01.pdf which contains the first supporting document for the Performance Scorecard category of Regions 1, 2 and CAR). See the list of Office Prefixes also presented in Annex B.
Ratings for Quantity, Efficiency, Timeliness, and Average are computed automatically and reflected in the OPCR Google Sheet [Indicator+Rating] in columns Q, R, S and T. Computations were based on the General Rating Scale score from the SPMS Manual. See Annex C for details.

2. Uploading of PCA-OPCR Form and Supporting Documents
Here are the reminders in uploading the required PCA-OPCR Form together with all supporting documents:
Convert all documents to PDF format before uploading to the online platform.
All documents must be signed to ensure accountability.
Each Strategic Measure/Success Indicator entry must have the appropriate supporting documents uploaded to the online platform.
Use the assigned Office Prefix at the start of each filename, following the file naming conventions as presented in Annex B.
