Atty. Kim Pascua is a lawyer whose career bridges governance, compliance, politics, and business with practical, people-centered service. A Philippine Bar passer and Juris Doctor graduate of San Beda University College of Law - Manila, he served for three years as Executive Assistant, Procurement Specialist, and Data Privacy Officer at the Provincial Government of Quezon. As Head of the Correspondence and Communication Unit of the Office of the Provincial Governor, he was entrusted with handling official communications, coordinating with national agencies, and engaging with key decision-makers — experience that sharpened his ability to work at the highest levels of governance while expanding his professional network.

During his years in government, he spearheaded compliance with relevant laws, contributing to the province’s ISO 9001:2015 Certification, and supported its recognition with the Seal of Good Local Governance. He played an active role in planning, budgeting, and procurement, drafting and negotiating high-impact agreements that strengthened transparency and accountability. His work as an election counsel and within a political office further deepened his expertise in regulatory compliance, strategic operations, and managing the legal complexities of high-stakes environments.

Atty. Kim also gained early litigation experience as a Legal Aid Intern at the San Beda Legal Aid Bureau, where he assisted in handling cases for indigent clients, drafted pleadings, and appeared in hearings under supervision. This grounding in litigation honed his advocacy skills, instilled in him the value of access to justice, and prepared him to navigate disputes with both legal rigor and compassion.

Beyond public service and politics, Kim’s perspective is grounded in the entrepreneurial world, helping to run their family-owned bakery business. This experience equipped him with hands-on knowledge of operations, customer service, and management, giving him a deep appreciation for the challenges business owners face. Today, in private practice, he applies these insights through his guiding philosophy of Practical Help with Purpose — delivering solutions that are not only legally sound but also realistic and responsive to client needs.

Outside his profession, Kim finds balance through sports and fitness. An avid player of tennis, pickleball, golf, and basketball, he embraces the same qualities in sports that define his legal work: discipline, focus, patience, and strategic thinking. Just as in competition, he approaches legal challenges with preparation, adaptability, and resilience — qualities that continue to shape his work ethic and commitment to excellence.

Atty. Janine Gascon is a skilled and versatile legal professional with expertise in tax law, legislative development, and real estate. She is a proud graduate of the University of the Philippines Diliman, holding a degree in Economics, and later earned her Juris Doctor from the San Beda University College of Law - Manila, both institutions renowned for their academic excellence. Her educational foundation reflects her strong grasp of both economic principles and legal frameworks, a combination that informs her multidisciplinary approach to the law. 

She began her legal career as a Senior Associate at SGV & Co., one of the country’s leading professional services firms, where she specialized in tax law. There, she gained extensive experience in tax compliance, corporate taxation, and fiscal policy, advising clients on regulatory requirements and developing effective strategies. This solid corporate foundation prepared her for her transition into public service, where she now serves in the House of Representatives. In this role, she plays a key part in shaping and reviewing tax policies and fiscal legislation, ensuring that laws are not only technically sound but also fair, practical, and responsive to national development goals. 

Beyond legislation, Atty. Janine has significant experience in estate planning and settlement, guiding families through the complexities of wills, estate tax filings, and property transfers with clarity and care. Her work extends to corporate compliance, particularly in SEC and BIR registrations and reporting, which provides valuable insights into both private and public sector governance. A dedicated mentor to aspiring lawyers, she has also contributed as an editor for Ceballos Bar Trends and co-produced review materials that have supported many in their bar exam preparation. 

Currently pursuing a second degree in BS Real Estate Management at Mapua University, Atty. Janine is working toward becoming a licensed real estate broker, a step that reflects her commitment to lifelong learning and interdisciplinary growth. Outside of her professional endeavors, she embraces her love for the arts, including cooking, enjoying Broadway musicals, attending live theater, and supporting vibrant drag shows. This blend of precision, intellect, and creativity defines not only her life but also her legal practice, where she continues to build bridges between law, policy, and community.
