For Parents: Colorado Shines is the state's quality rating and improvement system, as well as a free online search tool that helps parents find licensed child care facilities and preschools and check their quality ratings. You can use the Colorado Shines search tool to find providers in your area.
In addition to the above from 2014, we've done great work in child care here in Colorado. But good work isn't our best work, and nothing but perfect is universal. We aim for perfection, we aim for universality.
In order to improve this system for parents and guardians, Brienna Parsons will be focused on the following:
☭ Amending HB22-1295 ☭.
Introducing new legislation.
Amending Title 22 (relevant Education Code)
Amending Title 26.5 (Human Services Code, specifically Articles 4 and 5 concerning the Department of Early Childhood and child care).
Child care, even with our improvements, needs more work. It isn't just that not enough people know about these services; that's true, but access is still an issue. Colorado, we can do better. Every child should have the opportunity to learn and grow with direction and compassion, regardless of age.
☭ Additional funding for Community Revitalization investment ☭: Brienna received a lot of child care with her grandmother growing up. This domestic labor benefited the community. The Colorado Community Revitalization Grant must be expanded to ensure the longevity of these sorts of resources that fund creative, mixed-use spaces, including workforce housing and child care, stimulating economic recovery and community engagement.
Math and reading skills are incredibly important. A democracy is only as strong as its least educated citizen, voter or not. This would explain how we got Trump, yes?
Expanding access to child care and empowering our current local infrastructure in place doesn't just mean a place for your kids to play, but resources to assist them in their growth, regardless of where they attend child care.
Since 2023, our shining example of a state lead the way as one of the few states in the country with Universal Pre-K.
☭ Streamlining and Alignment ☭
System Alignment (C.R.S. 26.5-1-101 et seq., Anna Jo Garcia Haynes Early Childhood Act):
HB22-1295 created the Colorado Department of Early Childhood (CDEC) to align various programs. Brienna Parsons will introduce legislation building on this by mandating specific data-sharing systems and unified application platforms across CCCAP, UPK, and Head Start to reduce administrative burdens for families and providers.
Data and Evaluation:
Brienna will introduce new legislation to require CDEC to develop and maintain a comprehensive, integrated statewide data system to track key metrics and report outcomes to the General Assembly, ensuring data-driven policy decisions.
