Quality Standards and Ratios (C.R.S. 26.5-5-301 et seq., Child Care Licensing Act):
The Child Care Licensing Act and the associated Code of Colorado Regulations would need amendments to mandate specific lower child-to-staff ratios and smaller group sizes, which are known to improve educational outcomes. These rules are currently set by CDEC's rulemaking authority but could be codified in statute for greater permanence.
Inclusive Education:
Legislation could be introduced to mandate specific funding and resources for training in culturally responsive practices, inclusive education, and the use of behavioral health consultants across all child care settings to prevent expulsions.
