The competition will be conducted in accordance with the rules approved by the Estonian Taekwondo Union (E.T.U.), following ITF requirements.

The age and qualification of participants are determined as of the date of the competition.
Holders of colored and black belts are eligible to participate in the competition. Each sports organization (federation, club) may register an unlimited number of athletes.
In the 8–9, 10–11 and 12–13 age categories, individual sparring competitions will be held in two divisions:
B Division – up to 7th Gup;
A Division – 6th Gup and above.
ITF-approved blue or red gloves [closed fingers and open palm] – for children and cadets.
10 oz boxing gloves [closed fingers and palm] – for juniors, adults and veterans.
Foot protectors in the corresponding color.
Blue or red headguard.
Chest protector – for women.
Groin protector – for men.
Shin guards.
Mouthguard.
The athlete must enter the dojang wearing an ITF-approved dobok.
The equipment must correspond to the color of the competition corner.

The age and qualification of participants are determined as of the date of the competition.
It is in the participants’ best interest to have valid and comprehensive insurance coverage. The organizers are not responsible for any injuries sustained by athletes before, during or after the competition.
An athlete may be refused participation if the Medical Committee of the Estonian Taekwondo Union has made such a decision. Such a decision will be communicated in advance to the coach and the tournament organizers.
In the 6–7 years age category, hand strikes to the head are prohibited. Points for hand strikes are awarded only for direct strikes to the body.
In the 12–13 years age category, athletes are permitted to use 10 oz boxing gloves (closed fingers and palm).
Participation in two age or weight categories is prohibited.
If a coach has doubts about an opponent’s correct weight category, they have the right to submit an official protest to verify the opponent’s weight before or after the match. The permitted weight tolerance for an athlete wearing a dobok is 5% of the weight limit of the respective weight category. If the athlete’s weight falls within the permitted 5% tolerance, the protest will be rejected and the protest fee will not be refunded. If the protest is upheld, the athlete who does not meet the requirements of the weight category will be disqualified from the competition.
The Organizing Committee will cover the accommodation costs of one foreign umpire in a twin room for the period of 30–31 October 2026, provided that the delegation consists of at least 15 participants.
The following equipment is mandatory:
ITF-approved blue or red gloves (closed fingers and open palm) for children and cadets.
10 oz boxing gloves (closed fingers and palm) for juniors and adults, as well as foot protectors in the corresponding color.
In sparring, all athletes must wear a blue or red headguard, chest protector for women, groin protector for men, shin guards and a mouthguard. Athletes must enter the dojang wearing an ITF-approved dobok and equipment corresponding to the color of their competition corner. Foot protectors and headguards may be neutral in color (black, white, etc.), except for the color of the opponent's corner.
In the 12–13 years age category, athletes are permitted to use 10 oz boxing gloves (closed fingers and palm).
In the preliminary rounds, one designated pattern is performed; in the final, two designated patterns are performed.

Team sparring competitions will be held at the Estonian Open Cup.
Each team consists of 3 athletes.
Team sparring will be conducted according to ITF rules – up to 2 wins (4 points).
A 3rd-place match will also be held in team sparring.
If there is only one team in a category, the category will be combined in consultation with the coaches.
Girls' teams, boys' teams. Round duration: 1 minute.
Girls' teams, boys' teams. Round duration: 1 minute.
Girls' teams, boys' teams. Round duration: 1.5 minutes.
Girls' teams, boys' teams. Round duration: 1.5 minutes.
Men's teams, women's teams. Round duration: 2 minutes.
Attention! An athlete may not remain in the competition area without being called, and failure to comply with this requirement may result in disqualification from the competition.
Only the following are allowed in the competition area [competition ring]:
the athlete called to compete;
their coach.
Attention! Only one coach is permitted to accompany an athlete to the competition area.
The coach accompanying the athlete must wear:
sportswear;
sports shoes.
Athletes are permitted to attend the award ceremony:
wearing a dobok [special uniform] – without footwear;
wearing a tracksuit – with sports shoes.
A video protest may be submitted immediately after the tul has been performed.
A video protest in tul may only be submitted to request the score to be reset to zero.
A video protest may be submitted regarding the awarding of 3, 4 or 5 points for an opponent’s strike.
The centre referee determines whether the technique should be awarded 3, 4 or 5 points.
The opposing team’s coach has the right to request a video protest regarding the awarding of these points to the opponent.
The second may submit a protest regarding the failure to award 3, 4 or 5 points for the corresponding technique.
Golden Point: the coach may request a video protest regarding any action during the Golden Point round.
ATTENTION:
If the video protest is upheld, the coach retains the right to request another video review during the same match. If the video protest is rejected, the coach loses this right.
A video protest must be submitted immediately.
Video protests in sparring are accepted only in the Junior and Adult categories.
A protest may be submitted only by the team representative.
The referee must be notified immediately after the end of the match of the intention to submit a protest.
The protest must be submitted within 5 minutes.
A protest must be submitted with a €50 deposit.
If the protest is upheld, the deposit will be refunded.
If the protest is rejected, the deposit will not be refunded.

All medalists in individual Tul and Sparring events will be awarded medals: 1 gold medal, 1 silver medal and 2 bronze medals.
All medalists in team events (3–4 athletes per team) will be awarded medals: 1st place – gold medal, 2nd place – silver medal, 3rd place – bronze medal.
The best athletes in the following age categories – Children, Cadets, Juniors and Adults – will receive a special award.
The coaches’ ranking will also be awarded. Coaches whose athletes have won the highest number of medals will receive 1st, 2nd and 3rd place trophies in the coaches’ ranking.

Athletes, coaches and umpires who are not listed in the “Application” will not be allowed to participate in the competition.
Adding a participant after the registration deadline is subject to a €15 penalty per added participant.
The athlete’s actual body weight must be stated during registration.
Participants must attend the award ceremony wearing a dobok or tracksuit.
Scoring techniques and 3-, 4- and 5-point techniques will be evaluated only in the Junior and Adult categories.
A €15 penalty will be charged for each change made to the registration.
If an athlete is the only participant in their Tul category, they may be moved only to an older age category.
If an athlete is the only participant in their Sparring category, they may be moved only to a higher weight or older age category.
The team consists of three athletes.
The team must include a key athlete with individual developmental special needs [special needs athlete].
The key athlete must be 9th Gup or above. There is no age restriction.
The two remaining team members participate as athlete partners.
Athlete partners must be 15 years of age or older. The team may be mixed-gender.
The coach determines the team composition based on the key athlete’s level of preparation and strengths.
The performance is carried out with the full team: all three athletes are on the competition area simultaneously.
The athletes’ positions are determined in advance and remain unchanged throughout the entire team Tul performance.
The team performs one pre-selected Tul (“their own” Tul).
Participants will be awarded medals.
The award ceremony will be conducted in accordance with the general tournament regulations.
