It's a great dictionary (I used to have it on my old kindle in mobi format) that provides a simplified definition for a wide variety of words. I often use it when the default dictionary definition is particularly obtuse, but it's also fantastic for English language learners (as the name would suggest) because it contains a lot of extra info and examples for more common or tricky words.
Edit 2/Edit 3: Note: if you name the file dicthtml.zip then it appears as 'English (Custom)' in the language selector *however* each time you look up a word the chosen dictionary will revert back to the default English dictionary. Instead, if you want the learner dictionary to remain selected then you should name the file dicthtml-English.zip.
