CAGAYAN DE ORO CITY, April 30 โ The Department of the Interior and Local Government (DILG) Region 10 strengthened the legal capacity of its officers through a retooling activity on laws, jurisprudence, rules, and legal opinions related to the Sangguniansโ quasi-judicial functions.
The training aimed to deepen participantsโ understanding of how local legislative bodies handle administrative cases and ensure the proper application of due process.
In her opening message, Assistant Regional Director Yvette Tolentino-Sunga emphasized the critical role of DILG officers in upholding lawful governance.
โYou are not just implementers of programsโyou are stewards of lawful governance, guided by competence, integrity, and due process,โ she said.
Key topics discussed during the activity included proceedings and the fundamentals of administrative due process; the legal basis of the Sanggunianโs quasi-judicial function under Sections 60โ68 of Republic Act 7160; grounds for administrative action; and the conduct of administrative hearings, investigations, preventive suspension, and decision-making.
Participants were also guided on relevant department legal opinions and the limitations of Sangguniansโ authority, helping reinforce proper and lawful practices in handling cases.
In addition, a simultaneous drug test for DILG Region 10 officers was conducted in coordination with the Philippine Drug Enforcement Agency (PDEA), as part of the agencyโs continuing commitment to integrity and accountability in public service.

The Department of the Interior and Local Government (DILG) Region 10 convened its Regional Pool of Trainer-Coaches for a three-day Training of Trainers (TOT) on the Quasi-Judicial Functions of the Sanggunians, aimed at strengthening the capacity of local legislative bodies in handling administrative complaints and quasi-judicial proceedings.
The activity gathered selected trainers and legal resource persons in a collaborative effort to enhance understanding of the fundamental principles and legal processes governing the quasi-judicial functions of Sanggunians while developing a standardized instruction material for Region 10 to guide future capacity-building rollouts.
The Department of the Interior and Local Government (DILG)-10 formally welcomed Atty. IV Rued M. Sacabin as its new Regional Legal Officer following his oath-taking ceremony held today before Regional Director Bruce A. Colao, CESO V.
Atty. Sacabin officially assumed office after taking his oath, marking the beginning of his service with the Departmentโs Regional Legal Section. His extensive experience in government service is expected to further strengthen the provision of sound legal guidance and support to the Department and its partner local government units. (LGUs).

DILG 10 Attorney III Jian Margareth C. Maagad joined Regional Legal Officers and Bantay-Korapsyon Focal Persons nationwide in the five-day training, which featured a mock hearing and decision-writing workshop.
