The Cabell County Family Resource Network is a partnership of individuals, families and agencies working together to promote the well-being of children and families in Cabell County. FRN does not provide a direct service. However, through planning and coordination, FRN has projects like Cabell Co. Student Empowerment Team, Strengthening Families Early Learning Community, Partners in Prevention Good Beginnings Last a Lifetime initiative and resource information sharing. At the Coordinating Council for Independent Living our employees own 100% of the company. This means that when we succeed, you succeed!! The Developmental Disabilities Services Division of CCIL is managed by individuals with over 30 years of combined experience in I/DD Waiver services and multiple perfect state review scores. At CCIL we know that not all individuals have the same needs, which is why we provide a vast array of services through the I/DD Waiver program in all 55 counties across the entire state of West Virginia.
We offer Case Management services to all individuals on the I/DD Waiver program regardless of living setting and we offer direct care services, such as paid services provided by a family member, respite services, and services provided by a friend or neighbor, to individuals who reside in a natural family or specialized family care setting. We offer a competitive pay rate, insurance, and enrollment into the stock ownership program to our full-time direct care staff. We also contract with numerous therapy providers and nursing providers across the state.
With the implementation of Conflict Free Case Management effecting all members on the I/DD Waiver Program, we would love the chance to provide services to you. Mountain State Healthy Families, a program of TEAM for WV Children, is an accredited in-home family education program offered free of charge. We help babies have bright and healthy beginnings by providing information on a wide variety of topics including parenting, child development, home safety, breastfeeding, and so much more. Your Family Support Specialist will be there to discuss your questions and concerns and help link you to community resources. This program is available to biological, foster, and adoptive parents and relative caregivers. To be eligible, families must reside in Cabell, Lincoln, Logan, Mason, Putnam, or Wayne County and be pregnant or parenting a child under age 2.
We currently offer virtual visits due to the pandemic.

The rules have changed…WVABLE is a new savings and investment account program made possible by the federal Achieving a Better Life Experience Act of 2014 (ABLE) that allows many qualifying individuals with disabilities the ability to save and invest up to $15,000 per year, and up to $27,760 (2021) if employed, without losing government benefits such as Medicaid or SSI. Earnings grow tax free and can be spent at any time for qualified disability expenses
