The National Police Training Institute (NPTI) has played a major role in the training of our country’s policemen. Its long history can be traced from the year 1905, four years after the Americans formally established the Philippine Constabulary to enforce the law and maintain peace and order. The present NPTI evolved from the merger of the defunct Philippine Constabulary Training Command (PCTC) in Camp General Mariano N. Castañeda, Silang Cavite, and the Integrated National Police Training Command (INPTC) in Camp General Vicente Lim, Calamba City, Laguna. These two training schools were responsible for the training of the PC and INP personnel respectively. Their integration gave birth to one organizational structure known as PC/INP Training Command that conformed with the pressing need for a cohesively organized, better coordinated, and better-directed service facility for the training members of the PC/INP.
With the passage on December 13, 1990, of Republic Act 6975 creating the Philippine National Police (PNP) under a reorganized Department of the Interior and Local Government, the PC/INP Training Command was renamed PNP Training Command and became a primary component of the Philippine Public Safety College (PPSC). Subsequently, the PNP Training Command was renamed as Philippine National Training Institute (PNTI). Pursuant to the approved PPSC Rationalization Plan dated October 13, 2018. The PNTI was again renamed as National Police Training Institute (NPTI) with its permanent headquarters at Camp Vicente Lim, Barangay Mayapa, Calamba City, Laguna.
Under the present set-up the NPTI as one of the six (6) constitutive units of the PPSC is mandated to conduct through its eighteen (18) Regional Training Centers (RTC) in the country, the career courses of Police Non-Commissioned Officers (PNCOs) to meet their training needs and to make them more responsive to the increasingly demanding role of a police officer. On a case-to-case basis, however, selected RTCs are required by PPSC to conduct PNP Officer’s career courses over and above the PNCO’s Training.
The ratification of Republic Act 11279 by PRESIDENT RODRIGO ROA DUTERTE last April 12, 2019, gives the PNP administrative and operational supervision and control over the National Police Training Institute (NPTI) after he complains about the sloppy policemen. With this, the Institute will be under the Philippine National Police.
The said transfer hopes to strengthen the foundation of a competent police force not just physically but also mentally and morally upright. It can be recalled that the training of the policemen is being questioned as the ascending number of erring policemen who are involved in criminal activities continues to accentuate.
In light of this, it is integral to highlight the surge of this transition to better achieve the goals of a highly efficient and competent police force.
On June 2020, RA 11279an act of transferring the Philippine National Police Academy (PNPA) and the National Police Training Institute (NPTI) from the Philippine Public Safety College (PPSC) to the Philippine National Police (PNP), amending for the purpose sections 24, 35, 66, 67 and 68 of Republic Act No. 6975, otherwise known as the “Department of the Interior and Local Government Act of 1990”, as amended, appropriating funds therefor and for other purposes was signed and become a law.
Imploring the aid of the Almighty, by 2030, the NPTI shall become an Asian standard training institution that produces highly competent, well-disciplined and morally upright Police Non-Commissioned Officers (PNCOs).
To provide mandatory trainings for the Police Non-Commissioned Officers (PNCOs).
