UNESCO adopted The Recommendation on OER at its 40th session on 25 November 2019 which was the first international normative instrument to embrace the field of openly licensed educational materials and technologies in education.
The OER Starter Kit provides instructors with an introduction to the use and creation of open educational resources (OER). A workbook version with accompanying worksheets is also available, published in 2020. A version for Program Managers is also available, published in 2022.

OHIO
Affordable Learning Ohio is OhioLINK's series of initiatives to lower the cost of college for Ohio higher education students by assisting our member libraries and campuses in identifying strategies for Open and Affordable Learning textbook and course material adoption, and helping locate statewide shareable library materials as well as open educational resources that are no cost or lower cost to students.
The Ohio Department of Higher Education awarded a $1,300,000 Innovation Grant in June 2017 to support the development of open educational resources (OER) and other materials to reduce the cost of textbooks for students. Faculty teams from Ohio's 2-year and 4-year colleges and universities, both public and private, assembled content packages as alternatives to commercial textbooks for Ohio students. The culmination of that work is presented here.
