Customs Modernization and Tariff Act

Republic Act No. 10863, or the Customs Modernization and Tariff Act (CMTA), was signed into law on 30 May 2016. It amends the Tariff and Customs Code of the Philippines (TCCP), with the aim of modernizing Customs rules and procedures for faster trade, reducing opportunities for corruption, and improving Customs service delivery and supply chain.

This page lists down the approved Customs Administrative Orders (CAOs) on the CMTA.

CAO 02-2016: Imported Goods with De Minimis Value not Subject to Duties and Taxes

This covers all importations, which otherwise are dutiable, with an FCA or FOB De Minimis Value (P10,000).


CAO 03-2016: Establishment of an Advance Ruling System for Valuation and Rules of Origin

This covers the establishment of an Advance Ruling System on customs valuation methodology and preferential and non-preferential rules of origin.


CAO 05-2016: Consolidated Shipment of Duty and Tax-Free "Balikbayan Boxes"

This covers consolidated shipments of Balikbayan Boxes entered through any port of entry sent to families or relatives by Qualified Filipinos While Abroad.
