Protocol to Arrest

PROTOCOL OF ARREST

This following is a dialogue rehearsing an arrest of Andrew Cuomo with and without police cooperation.

UPON CONTACT WITH POLICE:

(1) “We are here to lawfully arrest Andrew Cuomo by citizens arrest for (a) CRIMINALLY NEGILIGENT HOMICIDE and to lawfully arrest Andrew Cuomo (b) as a DOMESTIC ENEMY, under powers of NYS Ratification law, which specifies that the people may ‘reassume’ [arrest] powers ‘whensoever.’ As when we must ARREST THE EXERCISE OF POWERS by domestic enemies; where a domestic enemy, within the meaning of the oath of office, is one who (A) requests and abuses dictatorial powers (link 2) and (b) one who aids and abets the usurpation of the presidency by domestic enemies.”

(2) Present the WARRANT to police. “We meet the test of probable cause, affirmation, and citizens’ arrest tests: felony, crime committed, government documents record that Andrew Cuomo is the perpetrator of the crime.”

(3) Present NYS RATIFICATION law on reassumption of powers by the people to arrest domestic enemies. Cuomo destroyed the Legislature. As an elector he voted for disqualified Kamala Harris. Harris fails the test of NATURAL BORN CITIZEN. Her father was not here five years before her birth and could not have attained citizenship in time for her birth. In 2003, her mother said, "I never came to stay."

(4) Emphasize: “There is no conflict between the duty of police to protect the PERSON of Andrew Cuomo, and the constitutionally-designated arrest power of the people to lawfully arrest a homicidal governor/domestic enemy's exercise of POWER to our detriment.”

(5) FIRST REQUEST: “We request to make the lawful arrest of Andrew Cuomo WITHOUT obstruction.” If police yield, Cuomo is arrested.

IF POLICE OBSTRUCT A LAWFUL ARREST, THEY OBSTRUCT JUSTICE:

(1) SECOND REQUEST: "You are COMMANDED to ASSIST in a lawful arrest; or to YIELD to OUR lawful arrest of homicidal Cuomo.” “Officer, do you yield to the people? If yes, open the gate.” Cuomo arrested.

(2) THIRD REQUEST: “Officer, if you do not yield, you become a domestic enemy within the meaning of your oath of office. Officer, you are COMMANDED to YIELD. Either ASSIST—or STAND DOWN and LEAVE THE AREA.”

(3) WARNING: “Officer, if you obstruct justice, you will be under arrest for obstruction and for disturbance. For your safety, for our safety, for public safety, and for the arrestee’s safety, we will be compelled to make your arrest.”

(4) NOTICE OF ARREST: If officer does not yield: “Officer, DO YOU RESIST ARREST?”

(5) CUSTODY WITHOUT RESISTANCE: If he does NOT resist arrest, he is arrested and will be in NYBOT custody. This means he won’t take orders from a commander or police chief or a politician. That is to his benefit, safety and security, and to ours. He should be detained until after Cuomo is arrested. After arrest, he should be released with a warning.

(6) FORFEITURE OF OFFICE BY RESISTANCE: “Officer, you indicate that you resist arrest. An officer who resists arrest is no longer a lawful officer. You are now a civilian. Turn in your badge and leave the area.” An officer who resists arrest is no longer a lawful officer.
