為全面厚植國人的國際溝通能力與國際化視野，提升國家人才與產業的國際競爭力，行政院於107年12月通過國家發展委員會「雙語國家政策發展藍圖」，以2030雙語國家為願景，培養臺灣走向世界的雙語人才。藉此，教育部110年啟動大專院校雙語計畫，強化高教人才國際移動力與就業競爭力，以營造高等教育教與學的學術研究文化，鼓勵不同學科教師在課堂中進行研究，全面打造教育體系的雙語活化。

國立臺灣師範大學訂於111年6月15、16日（星期三、四）辦理「高等教育的 EMI 教學：挑戰與前瞻國際學術研討會」，本研討會活動內容分為「主題演講」、「專題論壇」、「論文發表」與「計畫成果發表」四部分。主題演講邀請來自英國、瑞典、香港與臺灣知名 EMI 教學之學者，從不同背景分享全英語授課經驗，促進學術交流與研討；專題論壇以機構管理、課程銜接、教師增能及學生學習為主題，彙整臺灣高等教育面臨的全英語授課新樣貌、挑戰，與其可能之對策；論文發表採取邀稿與徵稿方式並行，以提升臺灣高等教育全英語授課學術理論與實踐之動能；計畫成果發表會為本校參與110-1學期總整課程計畫、教學精進創新與專業社群計畫及課輔社群計畫的系所、教師及學生課程或教學個案的分享，提供推動 EMI 教學更多元的觀點。

本研討會期待透過跨國、跨校、跨專業領域討論平台的建立，促進全英語授課大專院校資源共享與合作機會。最後，透過將研討會成果彙編成「高等教育的 EMI 教學：理論與本土實務的對話」專書（書名暫定），提供相關單位 EMI 政策推動之參考。

To improve the competitiveness of talents and industries, the Executive Yuan (Taiwan) issued the “Blueprint for Developing Taiwan into a Bilingual Nation by 2030” in December 2018 to facilitate the improvement of students’ English proficiency. Base on this policy, the Ministry of Education launched the Program on Bilingual Education for Students in College to build a bilingual teaching and learning environment for universities and colleges, and in turns improve the English proficiency of students in higher education and the international competitiveness of universities in Taiwan.

In the light of this, National Taiwan Normal University will host the International Conference on English Medium Instruction (EMI) in Higher Education: Challenges and Prospects on the 15^th to 16^th of June, 2022. It is believed that the symposium will serve as a platform for participants from different countries, institutes, and disciplines, and will further facilitate the discussion between academics and practitioners on EMI-related topics. Besides, it is expected that an edited book, with papers contributed by presenters of the symposium, will be published in Spring 2023.
