The primary purpose of immunization is to prevent infectious diseases, protect human health, and promote well-being. However, contrary to this intent, vaccinations still have a certain number of unavoidable serious, and sometimes fatal, side effects. Unfortunately, the causes of these side effects are not medically understood. In Japan, because immunization was required by law until 1994, penalties were imposed on people who did not receive vaccinations (until 1977). Accordingly, despite poor physical condition and predisposition to disease, many accidents occurred in the mid-1950s to mid-1960s when children who received vaccinations died from the side effects or became severely disabled children. The government initially did not acknowledge the negligence but in 1992, after losing the case in the high court and settling the case with the victims, the government admitted its fault entirely and apologized to the victims.
The association established the predecessor organization, Vaccination Injured People Japan, in 1994 and has been providing a wide range of support throughout Japan as a consultation service for citizens who have been victims of vaccinations for approximately 36 years. Specifically, this includes help with the application for vaccinations damages, intermediation between victims and the government, assistance with any troubles that occur at hospitals, referral of doctors, and holding seminars and awareness-raising activities related to the risks of vaccinations. However, in response to the frequent occurrence of incidents caused by vaccinations in recent years, the association has agreed that it is their responsibility to actively engage in activities for public benefit. Therefore, we have decided to establish a specified non-profit corporation and shift the focus of the activities of the association from members only, as they have been until now, to also becoming inclusive of the general public.
It is in the public interest to continue such efforts in the following two respects. First, the majority of the population is exposed to the risk of the side effects of vaccinations. Until now, it is due only to luck that the side effects of vaccinations have not occurred to us and we cannot assert that the risk of the side effects will diminish to zero in the near future. Secondly, victims need ongoing consultation and support. This should be provided regardless of the type of vaccination received and the degree of disability as long as they are victims. The Association of Guardian of Vaccine Injured People will continue to support the public by consultation and supporting activities as long as there exists a single victim.

Association for the Prevention of Accidents in Immunization (founder: Kenji Yoshihara) was established. The first meeting was held at the Mishuku center for disabled children in Tokyo’s Setagaya ward. Approximately 40 families of victims attended from all over the country.
Members of the association (the Representative Director Kisaburo Shibuya, and Directors Yoshinobu Kurumazuka, Haruo Kobayashi, Shigeaki Sato, Kiyosaku Takada, Masayuki Noguchi, and Kenji Yoshihara) presented a petition to the Department of Health.
The National Association for the Prevention of Accidents in Immunization published a book on “Immunization disasters and their effect on victims’ families.”
Masayuki Noguchi suggested a class action on behalf of the victims and appointed the attorney Kenkichi Nakahira to represent the plaintiffs.
The first group of plaintiffs in the Tokyo immunization case brought their case in Tokyo District Court (Lead plaintiff: Tetsuyki Shirai; Attorney Kenkichi Nakahira). 26 families sued the government. The suit involved combined vaccinations for influenza, diphtheria, whooping cough, polio and others.
The second group of plaintiffs in the Tokyo immunization case. 25 families sued the government.
