According to the December 29, 1998 edition of the Baltimore Sun an unidentified woman whose body was found covered with leaves and snow alongside a road in Leakin Park was shot to death. Detectives with the BCPD said an autopsy at the state medical examiner's office showed the woman who as in her 40s and fully clothed was shot several times ad left in the woods 10 feet off the 4500 block of Hutton Avenue near Wetheredsville Road. It takes all the way to January 13, 1999 edition for the police to identify the body as Novella "Peaches" Brown, 41, of the 3600 block of West Lexington Street. Dectective said dental records were used to identify Brown, the mother of three.
The Judiciary Case Search reveals several entries for a woman named Novella Cecelia Brown or Cameron Novella Brown, whose birthda changes from arrest to arrest but always seems to be between 1958 and 1958, her address also changed frequently. Novella Brown has had several arrests mainly for theft, giving false statements to the police, malicious destruction of property, CDS-POSSESSION and battery. The last arrest was in 1996.

11 months before Wanda Turner is found dead in another area of the park under highly suspicious circumstances. Yet the geniuses at the BCPD don't bother to make a comment about a possible connection of the 2 murders.
