NHS Trusts in Bristol have the freedom to decline to work with Palantir's software, the "Federated Data Platform" (FDP).
We are calling on NHS Trusts in Bristol to take the following steps:
Decline or roll back the implementation of FDP or any other Palantir products in their local data systems
Write to NHS England, the Department of Health and Social Care and the Secretary of State for Health and Social Care outlining their reasons for declining, and issue a public statement to the same effect.
Urge NHS England to terminate its contract with Palantir Technologies.
Communicate clearly to their staff and patients that they will not implement the FDP or any other Palantir products.
Scrutinise their current contractors to identify potential human rights abuses and review appropriately.
Investigate the feasibility of in-house and/or open-source software as a first priority for data solutions.
Palantir is a huge US technology corporation, headquartered in Colorado. It was founded in 2003 by a Silicon Valley billionaire called Peter Thiel, who spent over $1 million to help elect Donald Trump. Thiel is Palantir’s chairman and thought to be its largest shareholder.
Six years after founding Palantir, Thiel wrote: “I no longer believe that freedom and democracy are compatible.” In 2023, he told Oxford Students’ Union that British affection for the NHS is “Stockholm syndrome”.
Originally funded by the CIA, Palantir’s core business has been providing big data and surveillance support to military, security, intelligence and police agencies. Its clients include the US military, the Israeli Defence Forces, the US National Security Agency (NSA), the US Immigration and Customs Enforcement (ICE) agency, and various US police forces.
Palantir has provided support to the Israel Defence Forces during the war in Gaza.
During Trump’s first term ICE used Palantir to run workplace deportation raids and seize family members of unaccompanied migrant children. During Trump’s second term, Palantir reportedly became involved in the White House’s mass deportation programme. Palantir was also reportedly contracted by the Department of Homeland Security to build ‘ImmigrationOS’, designed to help ICE identify and select human targets to deport.
Mass surveillance by the NSA and GCHQ: Palantir has helped the US and UK’s digital spy agencies (NSA and GCHQ) manage mass surveillance programmes. This was one of the systems exposed by whistleblower Edward Snowden for tracking millions of innocent people’s movements online. Many US police forces also use Palantir for “predictive policing” – widely criticised for unfair targeting black communities.
Before the Covid-19 pandemic, Palantir had no track record in healthcare. But the NHS, with its global reputation, taxpayer funding, and unusually comprehensive datasets, was a particularly lucrative target. When Covid struck, so did Palantir.
An alarming record
As you’d expect from a company specialising in security and surveillance, much of Palantir’s work is secret. However, what we do know reveals a pattern of involvement in controversial programmes criticised for abusing poor people, migrants, and minoritised groups:
Family separations and migrant deportations: Palantir was a key enabler of Donald Trump’s extreme anti-immigration policies in his first term. US Immigration and Customs Enforcement (ICE) used Palantir to run workplace deportation raids and seize family members of unaccompanied migrant children.
Mass surveillance by the NSA and GCHQ: Palantir has helped the US and UK’s digital spy agencies (NSA and GCHQ) manage mass surveillance programmes like XKEYSCORE. This was one of the systems exposed by whistleblower Edward Snowden for tracking millions of innocent people’s movements online.
Racist policing in the US: Many US police forces use Palantir for “predictive policing” - widely criticised for unfair targeting of poor and black communities. In LA, the police used Palantir to build a tool, “LASER”, that claimed it would extract suspected offenders from the community “like a tumor”.
Palantir has reportedly supported air strikes in Donald Trump’s war in Iran as well as intelligence assessments, target identification and simulating battle scenarios.
Secret Operations in Iraq and Afghanistan. Palantir provided intelligence software to power the Iraq and Afghanistan wars. The exact nature of their involvement remains secret, and the value for money of their services was hotly disputed – Palantir sued the US over it.
Specialists in harm, not healthcare
Palantir is not a health company. It specialises in supporting government agencies to use surveillance and big data technology to identify and target people in conflict zones, at our borders, or for policing.
Palantir’s corporate ethos is a strange fit for a universal public health service like our NHS. Palantir is used to working with soldiers, spies and police officers - not doctors, nurses or other health professionals focused on caring for patients. They’ve built their business supporting drone and missile strikes, immigration raids, and arrests - not the delivery of care or medicine.
Would you trust this company with your health data?
Palantir is not a company that inspires trust. It has a history of treating people as targets or suspects - not as human beings who deserve great healthcare, or whose privacy should be respected. Palantir’s involvement in NHS data projects risks fatally undermining patient participation and confidence.
Our medical and health records are extremely private and personal. We have a right to expect that any gathering and processing of such data is done to the highest standards of ethics and privacy. Past NHS data proposals have failed because they didn’t pass this trust test.
This is even more so for poor people, migrants, and minoritised groups. In the US, and increasingly in the UK and across the world, Palantir is notorious in these communities, because it delivers systems that target and harm them.
A ‘Common Operating System’ for UK government – ‘competition is for losers’
At the start of the Covid-19 pandemic, Palantir pounced, gaining a contract for a token £1 fee. Since then its role in the NHS has increased even further. It landed successive contracts worth millions of pounds, and finally a seven-year £330m contract for the NHS Federated Data Platform. Palantir makes no secret of its desire to embed itself in the NHS long term.
In 2023, the UK Chief Commercial Officer Gareth Rhys Williams warned Palantir about his concerns about the: “practice of offering services to public sector customers for a zero or nominal cost to gain a commercial foothold, contrary to the principles of public procurement which usually require open competition.”
In its submission to the UK’s Covid-19 public inquiry, Palantir said the UK Government should invest in a ‘Common Operating System” for all government work. While Palantir did not say it would run this system, it has said openly that it wants to become the “default operating system for data across the US government” - so it would not be surprisingly if it held a similar ambition for the UK. If it achieves this, it could have an effective monopoly over all UK government data.
Peter Thiel has spoken against competition and in favour of monopolies, telling the Wall Street Journal in 2014 that: “competition is for losers”. But when one private foreign company gets control over the entire collected data of a country, that becomes an existential threat to its democracy and to the freedom of its citizens.
Palantir already has many contracts across the UK government, including with the Ministry of Defence, Ministry of Justice, the Financial Conduct Authority and more than a dozen police forces. There is now a clear and present threat of “vendor lock in” in government services which would make Palantir effectively impossible to remove from UK public services.
Martin Wrigley MP told parliament in April 2026 that Palantir's: "contract delivers no software—not one line—just a subscribed service; a permanent lock-in; a single point of failure.”
But there is still time for the UK to change course if we act now, and demand Palantir is cut out of the NHS once and for all.
NHS data - an incredibly valuable public asset
The NHS holds a huge amount of health data. In fact, it’s the largest set of structured, machine-readable health data in the world. The data is so good thanks to the fundamental values of the NHS as a health service that cares for everyone - that means the data covers all of us, across the UK, regardless of wealth or background.
Responsible use of this data can be of huge benefit, helping improve care and develop new treatments. Patient data has helped the response to Covid, and, with proper safeguards to protect the public interest, more could be done in the future. One estimate of the value of patient data to the NHS puts it at a staggering £10 billion per year.
An asset to be stripped?
Private corporations have also spotted the value of NHS data – and are keen to cash in. They are seeking contracts from the government to provide outsourced data services to the NHS.
These contracts can be lucrative in themselves – Palantir’s latest contract is for £330 million – but the even bigger prize is access to the data itself. Many companies see public data as a resource they can exploit to develop highly profitable new products and services.
This raises huge questions for the NHS. How far can private companies be trusted with sensitive health data? If private companies are involved, how can we make sure the data is not misused? If NHS data is used by a private company to develop profitable products or services, how do we ensure that the NHS gets a fair share of the benefits? How can we ensure short-term work with tech corporations does not lock the NHS into an expensive long term dependency?
Palantir got its foothold in the NHS via contracts rushed through in secret, under the cover of the pandemic while the procurement rules were relaxed, without an open process and with details only revealed thanks to Foxglove’s legal action. Many other companies, from failed investment firms like Greensill Capital to US health insurance corporations like Centene, responded to the Covid-19 pandemic by stepping up efforts to cash in on the NHS. NHS data will be an increasingly important focus for private companies looking to profit from our health service.
The NHS Federated Data Platform contract and Palantir
In 2023, Palantir was awarded the £330m contract for the NHS Federated Data Platform (FDP). According to the NHS, FDP is: “designed to connect vital health information across the NHS.”
Palantir got the contract after previously running 36 FDP pilots at trusts around the country. These pilots ran on Palantir’s Foundry, the same platform used for the Covid Datastore, Palantir’s first contract with the NHS which it was granted in secret and without competition, and was only made public at all because tech justice non-profit Foxglove and reporters at openDemocracy forced its publication.
In 2026, the British Medical Journal reported that it had seen evidence suggesting the benefits of the FDP pilot at Chelsea and Westminster Foundation Trust, promoted as a Palantir success story, were overstated.
There are serious questions to be asked about the governance process of how Palantir’s tools handle patient data. In 2023, NHS England told the openDemoracy that it would alter or remove identifiable personal information before it was passed to Palantir.
Then in 2026, it was reported in the Financial Times that Palantir would in fact be given access to raw, identifiable patient data. An internal NHS briefing said that this meant there could be “unlimited access to non-NHSE staff” to FDP tools and the identifiable patient information they contain. That is a huge change to make to the governance of NHS data that the briefing admits presents “a risk of loss of public confidence”.
In spring 2026, it was reported that ministers were exploring triggering the break clause in Palantir’s contract for the FDP, due to mounting public pressure.
According to the government, the FDP contract is for seven years, ending in 2031, with the initial term ending in March 2027. The advertised end date is 15 February, 2027.
A cautionary tale: DeepMind’s contracts with NHS Trusts
The troubled relationship between AI company Deepmind, a subsidiary of Google, and various NHS Trusts, illustrates the risks for the NHS of working with Big Tech.
The Royal Free Hospital trust granted DeepMind access to 1.6m patient records to develop its ‘Streams’ app to diagnose acute kidney injury. Moorfields Eye Hospital also allowed Deepmind access to data to train algorithms.
The Information Commissioner’s Office (ICO) found that the Royal Free had unlawfully given patient data – but the data has never been returned. Moorfields is now being forced to pay to use the technology developed with the public data it let DeepMind access. Meanwhile DeepMind Health, originally a separate subsidiary with an independent health ethics board, has been swallowed by Google – and its ethics board disbanded.
The blueprint for Big Tech exploitation of NHS data is plain to see. First, persuade the NHS to grant access with promises of helping improve treatment. Next, exploit that access to develop valuable new, privately-owned, products and services. Then, sell those products globally without sharing the profits with the NHS - and start charging the NHS for products which were developed thanks to NHS data.
The collapse of care.data and the need for public trust
Previous attempts by the NHS to develop data systems collapsed because of a lack of public trust. Care.data was a programme to transfer all patient data from GP surgeries to a centralised database. This aimed to support resource planning and research to improve care. Plans included linking the data to other NHS datasets and offering potential to external parties, including academic researchers and private companies.
The scheme was dogged by patient mistrust. A lack of consultation, a poorly designed opt-out process, and the involvement of private companies caused widespread concern. Mistrust of the scheme led to huge numbers of patients opting out of their data being shared.
The level of opt-out was so high – some 1.2 million patients - that in 2016 the NHS was forced to abandon the programme.
The future of NHS data: a story that could go one of two ways
We could make the next chapter of NHS history a story of using our collective health data for collective good. We could give patients a say in how data is used and how their privacy should be respected. We could build up the capacity of trusted NHS staff to use data well, improve the NHS’s own data infrastructure, and avoid over-dependency on private companies.
But that’s not how Big Tech companies like Palantir want the story to go. Unless we speak out, there’s a risk that the NHS slides into a long-term dependency on expensive US tech firms to analyse their data. And that Big Tech exploits and abuses its access to our health data, privatising the benefits of a resource that belongs to all of us.
