Description: Request to install a new metal balustrade with applied decorative scrollwork at a Contributing rated, one-story, single-family residential building. 

Staff Recommendations:

The HDLC Guidelines do not approve applied decorative scrollwork to metal balustrades. Further, the Guidelines do not approve ornamental metals where it is not documented for the particular style or type of building. The house at 721 Harmony is a typical Arts & Crafts shotgun, that would not have originally had handrails. However, due to changes in building code and insurance requirements many buildings that did not have handrails are now required to do so. In these cases, the Staff recommends simple metal picket handrails that do not detract from the existing architecture or try to mimic an inappropriate style. Staff recommends denial of the application to install scrolled metal handrails, and recommends following the HDLC simple metal picket handrail detail.
