3828 Burgundy is a Contributing rated, one-story building located in the Bywater. The building first appears on the 1908 Fire Insurance map, which falls within the period of significance for the district. The proposed solar panel layout includes 34 panels on the Alvar St-facing portion of the building. According to the Guidelines, solar panels should be minimally visible and placed on side or rear elevations to preserve the tout ensemble of the neighborhood. Any street-facing solar panels must be reviewed by the Commission. The applicant is requesting approval for the proposed location due to heat gain benefits. However, staff believes that a non-street-facing roof would be a more suitable option that aligns with the Guidelines. Given that the proposed panels would be highly visible and street-facing and considering there are alternative locations that could be approved, staff recommends denial of the proposal.
