Description: Review of new screening proposal for HVAC equipment at a Landmark, commercial building.
Previous ARC & Commission Actions:
10/22/24: The ARC voted to defer this application for additional review. The ARC stated that the landscape mesh was not appropriate for screening due to the longevity of the material and recommended a more permanent solution such as wood or metal louvered screening angled in such a way as to mask the equipment from view at grade.
09/04/24: Commission voted to deny the retention of the current screening but agreed that screening is necessary, and the applicant should work with staff to find an alternative solution.
08/16/22: The ARC voted to recommend conceptual approval with the details to be worked out at the Staff level. The ARC agreed that:
The fig, jasmine, and rose are appropriate types of vegetation to use.
Irrigation systems as stated to be installed throughout to ensure the continuation of the fast-growing plants.
An additional horizontal panel at the right side of the screen should be added.
Overall, the height of the screen should be increased to 10’ to better hide the equipment.
One year will be provided to achieve the green wall growth at which time it will be reviewed for compliance.
06/14/22: At that time the ARC voted to defer your application for additional review. The ARC agreed that:
A U-shaped green wall would best achieve the necessary screening for the equipment. However, staff continues to be concerned that this solution is dependent upon a commitment by the property owner to maintain the greenery in perpetuity. This would be very difficult for the HDLC to enforce.
The live wall screening should be more of an intentional approach with a dedicated structural component. Other examples throughout the city might provide guidance.
Providing raised planters at different levels could help screen the equipment quicker.
04/19/22: The ARC voted to defer your application for additional review. The ARC agreed that the proposed material is not an HDLC approvable material, and a green screen or manufactured screen that better covers the equipment is preferable.
