MOUNTAINEERING PERMIT PROCESS FLOW AND REQUIREMENTS

SUBJECT : GUIDELINES IN THE PROCESSING OF MOUNTAINEERING PERMIT FOR MAJOR TREKKING ACTIVITIES WITHIN THE NORTHERN NEGROS NATURAL PARK (NNNP) AND MANDATORY HIRING OF TOUR GUIDES AND PORTERS AS WELL AS OBSERVATION OF PRECAUTIONARY HEALTH MEASURES AGAINST COVID-19
In the interest of the service and pursuant to Republic Act No. 11038 (ENIPAS Act) of 2018 and its Implementing Rules and Regulations (IRR) and in accordance with the approved NNNP-PAMB Resolution No. 72 series of 2017 “Resolution Adopting For Immediate Implementation A Common Trekking Policy For The Northern Negros Natural Park (NNNP)” and IATF protocol against COVID-19 Pandemic, and in order to ensure the safety of trekkers, porters and guides going to the major trekking destinations of NNNP, the following requirements and guidelines are hereby created, to wit:
1. Trails (Entry/ Exit Points): A weekly interval of entry points shall be strictly implemented using the official trails found in Brgy. Patag, Silay City; Brgy. Cabatangan, Talisay City; and Brgy. Canlandog, Murcia except the trail found in Brgy. Kumaliskis, Don Salvador Benedicto which is available every week.
2. Booking: Submit the booking form at least 2 weeks before the scheduled climb to nnnp.penronegros@gmail.com with Subject “MOUNTAINEERING PERMIT/FULL NAME or ORGANIZATION NAME” or personally submit at the NNNP Satellite Office at DENR-PENRO Negros Occidental Compound, Corner Porras-Abad Santos Streets, Brgy. 39, Bacolod City. Please note that slots are subject to availability at the time of booking.
3. Submission of Requirements: Once slots are secured, all requirements (#4) must be submitted one (1) week before the scheduled climb. Failure to complete all requirements will mean a forfeited slot and a forfeited slot will be given to waitlisted trekkers. Submit all requirements personally at the NNNP Satellite Office at DENR-PENRO Negros Occidental Compound, Corner Porras-Abad Santos Streets, Brgy. 39, Bacolod City.
4. Mountaineering Permit Documentary Requirements:
a) Individual Information Form.
b) Individual Notarized Waiver and 1 pc documentary stamp (30.00)/group.
c) Individual Medical Health Certificate indicating that the climber is physically fit to climb, signed by a licensed Physician/ Doctor.
d) Trek Orientation Certificate of Completion.
5. Mountaineering Permit Payment: Php 300.00 per person for locals and Php 500.00 per person for foreigners. The total amount due shall be paid at DENR-PENRO Negros Occidental every Tuesdays, Wednesdays and Fridays of the week.
6. Issuance of Permit: Once required documents are complete and mountaineering fee is paid, the Official Receipt (OR) shall be presented to NNNP Staff for claiming the APPROVED Mountaineering Permit. Permits can be claimed every Mondays of the week from 8:00 AM to 5:00 PM.
7. Group Ratio: A maximum of fifteen (15) climbers per group and thirty (30) climbers per week are allowed to conduct mountaineering activities excluding porters and guides.
8. Guide and Porter to Trekker Ratio and Fees: Every five (5) climbers are required to hire one (1) tour guide and one (1) porter. Php 750.00 per day per tour guide and Php 750.00 per day per porter.
9. Trek Orientation: Strict adherence to “no orientation, no climb policy”. The Trek Orientation is available both virtual and face-to-face. For virtual, visit the NNNP Google Site and complete the Trek Orientation module to receive the Completion of Certificate as one of the requirements. For face-to-face, Trek Orientation is scheduled every 2nd and 3rd Tuesdays of the month at the NNNP Satellite Office at DENR-PENRO Negros Occidental Compound, Corner Porras-Abad Santos Streets, Brgy. 39, Bacolod City.
10. Zero-waste Commitment and Feedback Form: Submission of accomplished Porter and Guide Performance Feedback Form and accomplished Zero-waste Commitment Form from the previous climb in NNNP is mandatory for all climbers who wish to conduct mountaineering again to NNNP.
11. Health Protocol: To minimize and avoid local transmission of COVID-19, trekkers, porters and guides must practice at all times proper health precautionary measures including social distancing, and hand sanitation. Wearing of face masks is highly encouraged as well.
12. Penalty Clause: The Office reserves its right to deny any application for mountaineering permit for violating any conditions above and to ban any person/groups previously issued with permit who violated the same from trekking activities within the park.
This Order takes effect immediately and shall remain enforced unless revoked and amended accordingly.
