Ensuring the safety and security of our communities involves a collaborative effort from a diverse group of individuals, including elected officials, law enforcement personnel, and community leaders. Here are some of the individuals who play a crucial role in maintaining and enhancing the well-being of our neighborhoods. They are listed in the order of having the most direct impact on public safety.
We are providing this information so that you are more informed about the role of each person and who to hold accountable for ensuring our community's safety and security.
KEVIN MCCARTY
ROLE IN PUBLIC SAFETY:
It's important to note that under Sacramento's Council-City Manager form of government, the City Manager holds the chief executive officer role and is responsible for the day-to-day operations of the city. The Mayor's role is more focused on policy direction and community leadership.
LISA KAPLAN
ROLE IN PUBLIC SAFETY:
Represents District 1, which covers the portion of North Natomas stretching from the north of Arena Boulevard through the northern border of the City of Sacramento at Elkhorn Boulevard.
Councilmembers typically play an important coordination role and can call upon city staff to provide information or services in response to constituent questions, concerns, or requests.
KARINA TALAMANTES
ROLE IN PUBLIC SAFETY:
Represents District 3, which covers the area of North Natomas stretching from the south of Arena Boulevard through Hwy. 80. The rest of Talamantes' district covers the South Natomas neighborhood.
Councilmembers typically play an important coordination role and can call upon city staff to provide information or services in response to contituent questions, concerns, or requests.
LEYNE MILSTEIN
ROLE IN PUBLIC SAFETY:
The City Manager is the chief executive officer of the City and is responsible for the leadership and direction of all operations, programs, and services, per the City Charter. The City Manager facilitates the implementation of Council’s policies and priorities, provides recommendations to the Council concerning the annual budget, future needs of the City, and oversight of all City departments.
KATHY LESTER
ROLE IN PUBLIC SAFETY:
Kathy Lester was sworn as the 46th Chief of the Sacramento Police Department in December 2021. Starting her career as a dispatcher, she rose through the ranks to become the person responsible for developing and communicating the vision of the department.
NEIL CYBULSKI
ROLE IN PUBLIC SAFETY:
Captain Cybulski manages the North Command which provides most of the frontline services for Police District 1 that includes North Natomas.
Units in this command include the Problem Oriented Policing (POP) Unit which is responsible for investigating certain crimes like organized mail or retail theft.
PHIL SERNA
ROLE IN PUBLIC SAFETY:
Voters re-elected Phil Serna to serve a fourth term as a County Supervisor representing District 1, which includes all of Natomas. Because most of District 1 overlaps with the City of Sacramento, many of the issues Serna deals with pertain to countywide services; i.e., services the County provides exclusively, separate from municipal services such as mental health services.
DAVID VILLANUEVA
ROLE IN PUBLIC SAFETY:
The County Executive is the chief executive officer of the County and is responsible to the Board of Supervisors for planning, organizing, directing, controlling, and coordinating county activities.
THIEN HO
ROLE IN PUBLIC SAFETY:
The District Attorney is the chief prosecutor for a particular county. In Sacramento County, the Community Prosecution Team is responsible for the prosecution of neighborhood crimes.
ANGELIQUE ASHBY
ROLE IN PUBLIC SAFETY:
Represents Senate District 8, which includes all of Natomas.
As a member of the California Legislature, Senator Ashby is involved in crafting laws, including those affecting public safety.
MAGGY KRELL
ROLE IN PUBLIC SAFETY:
Represents Assembly District 6, which includes all of Natomas.
As a member of the California Legislature, Assemblymember Krell is involved in crafting laws, including those affecting public safety.
GAVIN NEWSOM
ROLE IN PUBLIC SAFETY:
As the Chief Executive Officer of the State of California, Governor Newsom plays a crucial role in what legislation is enacted in the state since he normally must sign legislative bills in order for them to become law.
Through negotiations and his veto power, the Governor can heavily influence public safety.
ALEX PADILLA
ROLE IN PUBLIC SAFETY:
Represents California in Congress as one of its two senators.
As a member of the Congress, Senator Padilla is involved in crafting federal laws, including those affecting public safety.
As member of Congress, he is able to seek information and demand responses from federal agencies, including the U.S. Postal Service.
ADAM SCHIFF
ROLE IN PUBLIC SAFETY:
Represents California in Congress as one of its two senators.
As a member of the Congress, Senator Schiff is involved in crafting federal laws, including those affecting public safety.

AMI BERA
ROLE IN PUBLIC SAFETY:
Represents California's 6th Congressional District.
