Executive Summary

The Nigerian electoral system faces persistent challenges: ballot box snatching, election-related violence, voter apathy, costly logistics, and delayed results. Despite billions in election budgets, transparency and trust in outcomes remain fragile.

This white paper proposes a transformative approach: leveraging Nigeria’s existing Automated Teller Machine (ATM) infrastructure as secure, temporary voting points during elections. Through collaboration between the Independent National Electoral Commission (INEC), the Central Bank of Nigeria (CBN), the Nigeria Inter-Bank Settlement System (NIBSS), the National Assembly, and recognized political coalitions, ATMs can be configured with a secure digital voting application to enable decentralized, tamper-proof, and real-time voting.

This approach offers unparalleled security, eliminates the need for physical ballot logistics, and drastically reduces election costs, while preserving voter privacy and data integrity.
