Senate Bill 1 creates a family and medical leave insurance program for New Hampshire employees. Employees would be eligible for 60% of their wages for up to 12 weeks of leave. The bill would affect employers with 20 or more employees.

Governor Sununu has proposed his own plan to work with private insurers to cover workers in New Hampshire and Vermont. However, this plan, which requires individuals, rather than companies, to opt in, would be more costly than that proposed in Senate Bill 1. The insurance program in Senate Bill 1 is funded by 0.5% of paychecks. Some responses from insurance companies to the Governor’s proposal indicate that costs might range from 0.6% to 1.2% of paychecks.
