He received his B.S. (2006), M.S. (2008), and Ph.D. (2017) in Civil Engineering from Hanyang University, Republic of Korea. He also earned an M.P.A. (2021) from Chung-Ang University. He previously served as a Research Officer at the Korea Meteorological Administration (2018–2025) and as an Adjunct Professor at the Graduate School of Engineering, Hanyang University (2022–2024).
