In the event of a change in normal campus operations due to weather or an emergency, campus officials will continue to monitor conditions and will provide updates to the college community as necessary. The most up-to-date information will primarily be shared via Penn State's PSUAlert system and on the college's website and digital signage. Additional outlets, such as Facebook, Twitter, and local television stations, will be utilized as appropriate.

All employees and students are encouraged to take responsibility for their own safety. Faculty, staff and students should use their own best judgment when considering traveling to campus or the need to leave early during times of inclement weather. Faculty and staff should review Handling Weather Day Absences (Human Resources Guideline 10) for specific information on how time missed for weather situations is handled. Union-represented employees should reference their collective bargaining agreements. Information on class attendance policies is available at undergrad.psu.edu (Policy E-11) and in Faculty Senate Policy 42-27 (Class Attendance).

In the event of a change in normal campus operations due to weather or an emergency, such as during a delay or cancellation, in-person courses cannot be moved to a synchronous remote meeting (except in extenuating circumstances), per Faculty Senate Policy 45-00, due to the fact that all students, faculty and instructors may not have the same access to University facilities and resources (such as Wi-Fi or materials needed for specialized instruction) or they may have other commitments, such as child care.

Police Services and other emergency services remain operational around the clock, regardless of the weather. The safety of our Penn State York community remains a priority, and everyone is urged to use extra caution during inclement weather.

We are now leveraging our big data smarts to deliver on the promise of IoT. By integrating our hyper-local weather data with Smart Home connected devices we are delievering predictive energy efficiency insight to homeowners and Utility companies.

We are considering a Caribbean cruise that leaves from New York in Feb or March. There are a few days at sea after leaving NY on the way to the Caribbean & then again coming back at the end of the cruise. We're concerned with the weather. We'd appreciate comments from anyone who has experienced this. How many of the days at sea were too cold to be outside on deck? What about New York in the winter-cold and windy??

We sailed out of New York in February, 2009. The weather was really cold when we left, but on the first sea day it was in the 70's. By the second day it was tropical! We loved sailing out of NY and will be doing it again next October. We highly recommend it!!:D

WE have been sailing out of NY for eight years plus in Feb. Yes it can be cold out on the ocean for the first sea day but it gradually warms up. Some years the second day I am in a sweat shirt. Other years by the end of the second day was in shorts....it all depends...but it feels so nice sailing into warm weather in Feb. Now sailing back into the cold is another story.

When extreme weather is not in the forecast, the SWRCC will work closely with the state to offer emergency weather training and workshops, as well as prepare after-action analysis of weather emergencies and examine how the state and its partners communicate the risks associated with extreme weather.

State Weather Risk Communication Center Director Nick Bassill said, "New York already possesses the ingredients necessary to make us a nationwide leader at integrating weather information into our everyday decision-making, and I'm beyond thrilled to help make this possible through our State Weather Risk Communication Center. We'll build upon the excellent service from the National Weather Service and work hand-in-hand with our state partners in emergency management, transportation, and energy to provide them with the information they need before, during, and after a storm. Simultaneously, social scientists and software developers will build better tools and communication strategies. Being located at UAlbany also lets us train the next generation of experts by incorporating a robust student internship program."

Good morning skiers and riders. Hunter Mountain is open with 23 trails served by 7 lifts. Today will be cloudy with some drizzle early. The purpose of the system is to provide information about many of New York State's most traveled roads directly from the operators that are performing the snow and ice operations. Our operators will provide reports to this system in areas where they are plowing or treating a highway due to winter weather. This advisory system provides a color coded map of major NYS highways indicating where many of these operations are occurring and the conditions that our operators are observing. The information displays as winter road conditions on the 511NY map.

The New York State Department of Transportation cautions travelers to avoid travel whenever possible when winter weather makes driving difficult -- but in cases where travel is necessary this system can provide you information about potential conditions during your trip.

Energy costs in New York during the winter months can vary significantly based on several factors, including the type of heating you use, the size of your living space, insulation quality, energy efficiency of appliances, and the severity of the winter weather. The primary energy sources for heating in New York include natural gas, electricity, heating oil, and propane.

The harshness of a New York winter can also depend on the year and the specific weather patterns that develop. Some years might see milder conditions with less snow, while others might bring prolonged cold spells and frequent snowstorms.

AccuWeather, which boasts on its website that it "has been proven as the most statistically accurate source of weather forecasts and warnings," describes El Nio "as a regular, large-scale climate phenomenon that occurs when the water temperatures near the equator of the central and eastern Pacific Ocean are above the historical average for months at a time."

The Hudson Valley has already seen record precipitation levels this year, with heavy flooding through the summer and early fall season. Accuweather says increased precipitation is likely to continue throughout the winter, contributing to more snow.

Last winter, only 8.6 inches of snow fell in Westchester County, according to Accuweather. It was one of the lowest snowfall rates in the area in a decade. In 2020, the snowfall rate was 38.1 inches and in 2021 it was 24.4 inches. The normal seasonal snowfall average is about 29 inches.
