Adobe Root CA is the root certificate for some certificates used by Adobe Acrobat and Acrobat Reader. Acrobat Reader uses Adobe-issued certificates to enable extended use rights in certain workflows. With the November 2022 release of Adobe Acrobat and Acrobat Reader, Adobe has updated the applications to use the new 'Adobe Root CA 2' root certificate.

Adobe uses a public key infrastructure (PKI) to issue digital certificates for use in licensing and feature enablement. Adobe has been issuing certificates under the certificate authority _____________, which is set to expire on January 7, 2023. The expiration of certificate does not impact PDF documents extended using production certificates issued from the 1_____________ based certificates (old certificates). All PDF documents, Reader extended using the old certificates before January 7, 2023, including the ones downloaded by your customers, would continue to work with all the usage rights that are applied to them, and do not require any updates.

But that's the only reason I'm using this..because I want extended features. If I didn't want extended features I'd be using any free text editor or paint tool that didn't have these things. Why is it so difficult to update an existing sheet with up-to-date formula/standards?
Unfortunately, it is not possible for products like Foxit Quick PDF Library, or any other non-Adobe owned product, to either create PDFs with extended usage rights or modify the extended usage rights on existing PDFs that were created with Adobe LiveCycle or Adobe Acrobat. The EULA for Adobe Reader forbids enabling features found in Adobe Acrobat except via files enabled via licensed Adobe Reader Extensions.
To find out if your document has had extended usage rights applied to it open the PDF in Adobe Acrobat or Adobe Reader and use the Ctrl+D shortcut to open Document Properties window and then click on the Security tab and look for the below error message to be listed at the bottom of the window.

When you save a PDF as Reader extended file, you add something to the file that allows Reader to run in a more powerful, feature-rich mode: All of a sudden you can modify and save the file and do a bunch of other things.
The original imaging model of PDF was 6_______ similar to PostScript, where each object drawn on the page completely replaced anything previously marked in the same location. In PDF 1.4 the imaging model was extended to allow transparency. When transparency is used, new objects interact with previously marked objects to produce blending effects. As you may be aware the 17-18 Adobe Acrobat ETLA agreement was about to be subject to a large price increase. Our Adobe representative who was out on an extended Maternity leave (his wife had twins!) finally returned and realized what a mess this renewal had become entirely because of Adobe's lack of information as to how Higher Ed 'works'. Anyway back on topic. Try and uninstall it then re-install. If it doesn't work contact adobe and tell them your problem; make sure they help you! If it persists sell soul to the devil, or try running it in compatibility mode.
The only other possibility I can think of off hand is that there may be a compatibility issue with Acro's 2 start-up processes, AcroTray and Adobe Acrobat (acrobat_sl.exe) - they are both x86 process so is highly possible. I automatically disable any start processes Acrobat adds as a matter of course via MSConfig (I don't see need to add 30 seconds to my boot time to save a couple of seconds on loading a PDF). Would be more inclined to think it would be the latter process though, as AcroTray remains as a running process after opening a PDF anyhow. 5376163bf9
