In the movie and the preceding anime, giant humanoid mechas called Evangelion (or Eva for short) are piloted by humans, with the human’s nervous system and neural impulses being directly connected to the Eva to guide its actions and direct it during combat. This direct synchronization between a human and computer leads to the process of said computer being able to achieve its task, showing a parallel to other concepts within the world of computer science such as Human-Computer Interaction.
These revelations become muddied upon the implication that Evas are not actually machines, but are rather living organic creatures grafted from head to toe in cybernetic armor, that make them appear to be robotic in nature. This becomes further complicated when it is actually revealed that each Eva is imbued with the soul of the pilot’s mother, with the quality of the mental link between the pilot and the Eva depending on their prior relation.
While the specifics of the scientific calculus behind these events are not elaborated upon, and the divine themes of the antagonists in End of Evangelion suggest that these feats could not be replicated in real life, it can be assumed that within the world of Evangelion, networking technology has advanced so much that it has become possible to psionically link two beings together by their nervous systems using technology alone.
In the post-apocalyptic setting after the Second Impact in the world of Evangelion, giant humanoid mechs known as Evangelion (Eva for short) were developed as the only weapons capable of fighting beings posing a constant threat to humanity, known as Angels. In the anime series, only a select number of individuals knew of the Eva’s, extending to the pilots, scientits, and engineers involved in their creation, as well as the higher ups in the UN government. To protect global panic, the public was kept in the dark on the truth about the Angels. This protection extended into the development of the Eva’s, the Magi supercomputers, and the secret fight for existence between the Eva’s and Angels.
The developers of the Eva’s was NERV, an agency tasked with defending humanity against the threat of angels by the UN. We see a large discrepancy in the technology shared between the rest of the world and NERV. The movie and anime series never specifically tell us who developed all the technology NERV and SEELE used, but we can assume most technology was probably designed and developed in house, within the secrecy of both organizations.
Given the secrecy and nature of the project, although not explicitly stated, it's likely NERV would have taken measures to insure information about the project didn’t leak into the public. These measures could have included requiring developers and employers to sign NDAs or other forms of confidentiality agreements, but as the series never provides such information, these assumptions are merely speculative.
This information secrecy extended not only to the Evas, but also most likely extended to the Magi supercomputers, hologram communication, VR simulation technology, and nearly every technological piece used in NERV and SEELE. This extensive protection of their technology hints further to some form of confidentiality agreements. On the other end, because these technologies are not known by the general population, there are most likely no laws in which to govern the information. Also, due to the nature of the technology and its use to protect the world with angels, there is no indication of who owns each piece that was created, even though we know their creators. From this, we can assume that NERV holds ownership over all information and technology created on their compound, and world security is a great reason to keep the information to only the UN, NERV, and SEELE.
Throughout the movie and companion series, NERV exercises their power over the society by using CCTV footage to keep tabs on various individuals of interest. For instance, Asuka is seen through a camera while she is recovering in the hospital. This is also the same place where Shinji engages in heinous acts while Asuka is comatose. Anyway, this brings forth the question of whether or not NERV is justified in the surveillance of their subordinates for security reasons. However, NERV has not gotten permission from any of the effected parties.
Within NERV exists various top secret projects/properties. The employees within the organization are assumed to be under some sort of NDA given the inherent secrecy of NERV and the various security measures taken when entering particular areas of the headquarters.
The pilots within the EVA suits are constantly being monitored. That is, their vitals, brain chemistry, bodily functions, etc. To what discretion does NERV hold the power to use this information? Particularly in the case of Rei, even though she was artificially created for Ikari/NERV's uses, it can be argued that various privacy violations were violated. For instance, Rei is given absolutely zero privacy and more often than not is depicted naked in the presence of others. The right to privacy is something we all hold but NERV disvalues that.
In the movie and supporting anime series, the development and creation of the Eva’s and the Magi supercomputer were all done in secret through NERV, a government supported agency meant for protection against the Angels. We also see research into human ascendance through the character Rei and the primordial soup developed for the third impact which used the technology developed for the Eva’s.
In the movie, there was a certain level of government censorship that was happening to prevent the general population from understanding what was going on in the world. This could be seen by SEELE, NERV, and the UN hiding information from the general public, and assumptions can be made that they took actions towards keeping the general public in the dark. There were no shown instances of covert government surveillance, but we can assume that because SEELE knew nearly everything about NERV, there must have been some amount of bugging and wiretapping, or at least illegal data collection that went into their preparation for their attack. This level of privacy hints at a background information network and information that went into gathering information on how to begin the third impact.
In a similar light, NERV and SEELE both had certain levels of protection from each other, but that privacy had an attempt on it in the movie, especially when the Magi supercomputers were getting hacked.
Using the Magi, there was a certain level of predictive policy making that went into locating and predicting Angel battles, where instead of prediction of crimes, it was a prediction method for protecting the world.
Shinji and Asuka were born and trained from a young age to pilot the Evas. With this in mind, we can assume there was nothing to protect them from being used as tools, or at least NERV took measures to actively force them upon their paths without fearing repercussions from the UN. Their privacy was most likely nonexistent, and this is hinted at as NERV knew at all times where Shinji was. This was done by NERV implanting a homing divide on the Eva unit 01, which allowed them to locate both the unit and its pilot at all times. NERV also seemed to have access to a range of advanced tracking and surveillance technologies within their compound, seen in the multiple guards, CCTV cameras monitoring entrywars, corridors, and control rooms, and other automation systems.
There was no mention of a national ID system in NGE, but it is set in a dystopian future setting of Japan where the military and government have significant control over society. There is most likely a national identification system, but with no real mention of it in NGE, there also might not be one involved.
In the beginning of the movie Misato is seen hacking into the MAGI server mainframe in an attempt to extract more information regarding the Second Impact. Although Misato is at the heart of the computer hardware, she does not arouse any suspicion by NERV security. Later on Seele takes a much more radical approach at attacking the system.
Seele is a shadow organization that influences outcomes of major events by performing actions unknown to the masses. Seele hacks into the MAGI system in an attempt to control NERV HQ. Ikari initiates code 666 to defend MAGI's system and Seele retreats. MAGI's system is portrayed as highly sophisticated but it does eventually get cracked by Seele and earlier on in the series the system gets a bug/virus.
While Seele is trying to break into MAGI, Akagi tries to make MAGI self destruct as she is questioning the morality of her situation/decisions. However, one of the three MAGI computer systems (Casper 3) applies autonomous decision making to assess the situation. Casper 3 then decides that it does not agree with what Akagi is trying to do and shuts her out of the network system, effectively securing the system and reversing the self destruct protocol Akagi initiated.
In the movie and the preceding anime, we are shown that the technology employed by NERV backfires constantly. The EVAs turn against their creators multiple times, the Magi supercomputers get hacked by the Angel Iruel, and the Armisael-infected Rei is able to utilize LCL to initiate a mental link.
Given that these technologies seemingly consistently seem to fail when facing the interference of Angels, there is an argument to be made here that the advancements of technology can never compete with nature itself, especially if one were to consider the Angels as some form of primordial embodiment of the Earth itself.
The developers of the EVAs, NERV, an agency tasked with defending humanity against the threat of angels by the UN, seemingly has unlimited funding and access to hyper-advanced technology, shown by a large discrepancy in the technology shared between the rest of the world and NERV.
Human society was explicitly stated to be ravaged by the First and Second Impacts, which were cataclysmic events that occurred in the mythos of the Evangelion universe. Given how quickly society seemed to rebound from these events, and the advanced technologies of NERV, it can reasonably be inferred that NERV and the UN employed heavy levels of automation to achieve their current means, possibly using artificial intelligence or even their Magi supercomputers.
