Edit: I made it work. Now, in case anyone finds themselves here via googling this same issue, here's what you do. Forget opening regedit and adjusting things in there, go straight to the language folder. It's in the install folder C:\Games\The Sims 4\Language. Double-click en_US (or whichever language you want), hit yes a couple of times, including when it tells you it may be potentially harmful, and you're done.
