Motor Vehicle Registry 

The process of getting a license registered is overseen by the Federal Government and it's divisions, with provinces being responsible for managing operations, registering and logging cars, handing out new plates, and getting IDs and licenses and simple documentation renewed. Getting a license renewed after a suspension must occur through the NCDMV, not a Province DMV.  

All driving licenses come from only the Federal Government, alongside the one standard plate (unless you buy a vanity plate). Provinces do not have the authority to grant their own license plates to drive, only being able to handle issues listed above.
