About the NC NARFE Federation Awards
Each year, at the NC NARFE Federation’s Annual Meeting, five special awards are given to recognize
superior the exemplary service and achievements of Members of the NC NARFE Federation. The
background for each award is presented below, along with the criteria for nominations.
Any NC NARFE Federation Member may nominate any NC NARFE Member for any of the Awards.
The NC NARFE President and the NC NARFE Executive Vice President will provide a list of the
nominations to the NC NARFE Federation Board, with the recommendation of the Award
Recipients, with the exception of the NC NARFE President’s Award, which is selected by the NC
NARFE President.
All nominations must be received not later than MARCH 15, 2025.
The names of the Award Recipients are not presented to the Members of the NC NARFE Federation
until the Awards Banquet Ceremony at the annual meeting.

The Thomas N. Hobgood NC NARFE Award for Legislative Advocacy
The award is in memory of Thomas N. Hobgood, known as “Mr. NARFE” by many, for his tireless
advocacy of NARFE. Tom, who lived in Raleigh and taught for many years at NC State University,
worked at all levels of the North Carolina Federation, from membership to dealing with members of
Congress to advance the goals of NARFE. He served as president of the NC Federation and the
Raleigh Chapter. Tom earned both the Charles R. Patton “Good Egg” Award and the Lyle V. Storch
Memorial Award. He also was a member of the 4th Branch, a coalition of groups across North
Carolina that advocates for extending the Bailey/Patton/Emory settlement to all government
employees. The award will be given annually at the Federation Annual Meeting for outstanding
contributions in legislative advocacy. This award was created and first awarded in May, 2018.
Criteria for Judging:
• Leadership in advocacy at Federal, State and/or Chapter levels
• Ability to recruit and include others to participate in advocacy
• Integrate an array of advocacy elements:
o Mobilize communities to support NARFE’s goals
o Develop petitions and/or letter writing campaigns, online or on paper
o Participating in (non-confrontational) appropriate rallies and marches
o Meet with congressmen and senators
• Knowledge of legislative issues important to NARFE
• Ability to communicate the issues both within and outside of NARFE

THE CHARLES R. PATTON NC NARFE AWARD
The purpose of this award is to recognize NARFE members who have made significant and sustaining
contributions to the federation, chapters, and its members. Recognition will be in the form of a “Good Egg
Plaque” presented at the annual federation convention. The award is given to the nominee who is judged by
committee to have made the most outstanding contributions in support of NARFE’s goals and objectives.
Criteria for selection will be based on achievements and contributions that go beyond general expectations
and reflect quality, excellence, and innovation and make significant contributions to some aspect of NARFE’s
mission.
Criteria for Judging: • The impact and significance of the contribution to NARFE whether at the chapter, area,
or federation level; • The planning and/or strategy efforts involved in the project (s) or program(s); •
Description of the execution or delivery of the program or project and the extent of the involvement of
others; • Description of the publicity or public relations generated by the program or project; • Positive
recognition and/or expressed appreciation of program or project by others.

LYLE V. STORCH MEMORIAL NC NARFE AWARD
Lyle V. Storch, who lived in Durham, NC, was an ardent member of the National Active and Retired
Federal Employees Association (NARFE) and worked tirelessly at all levels of government: city, county
and state, for those issues he felt strongly about.
Yet, only a few knew of his efforts outside of his family, friends, and associates. He worked effectively
both behind the scenes and on the stage. The few examples noted below outline how he made a
difference in his community, area, state, and other organizations he served along with NARFE.
His passion for fairness and openness in government put him at the center of the Bailey Settlement
action. He worked tirelessly lobbying the state legislature and generating grassroots support for tax
equality. Eventually, the court directed settlement returned illegally collected state income taxes on the
annuities of many retired federal employees in North Carolina. His service to NARFE included serving as
Durham’s Chapter President, NC Federation of Chapters Executive Vice President and President. More
than anything else, Lyle Storch’s consistent work on behalf of state, local, and organizational issues and
concerns confirmed his commitment and reinforced his “can do and will do” attitude that is so
necessary to getting things accomplished.
While no formal criteria exist for selecting a candidate from the nominees for this award, the
nomination form uses the example set by Lyle V. Storch as a guide in the selection process. “Service to
NARFE and the member’s local community will be considered in the selection process.”

The Beulah M. Latta Service Officer NC NARFE Award
In May 2022, the NC NARFE Federation Board approved the Beulah Latta Service Award to honor a
Federation or Chapter Service Officer at the annual meeting. Beulah was the Service Officer for
the Durham Chapter and was recognized with a Regional Service Officer of the Year Award for her work.
The purpose of this award is to recognize all NC NARFE service officers and to reward
those individuals who have demonstrated exceptional dedication and assistance to
fellow members, chapters, and the larger organization.

Written nominations can be as short or as long as needed, but they should give enough
information about the nominee for the selection committee to make a fair assessment of
the individual.
Provide a short background on the individual being nominated, such as how long the
individual has been a NARFE member and how long he or she has been a service
officer. Include other official NARFE positions the individual has occupied in the past or
currently.
Make sure to include specific information on the individual’s achievements while serving
as a service officer. For instance, if there is a record on the number of individuals the
nominee has helped, make sure to provide it. Also, write specifically about a significant instance(s) where the
nominee did something to help a member that resulted in a good outcome. If the nominee serves despite
physical limitations or while having to care for ill family members, include that information.

The NC NARFE Federation President’s Award
In December 2023, the NC NARFE Federation Board approved the NC NARFE President’s Award to honor a
Federation Officer or Member at the annual meeting. The Federation President will select the recipient,
with the assistance of the Executive Vice President of NC NARFE, at the discretion of the NC NARFE President.
The purpose of this award is to recognize an NC NARFE Federation Member who has demonstrated
exceptional dedication, service and assistance to fellow members, chapters, and the larger organization.
