陳時奮(筆名翁達瑞),台灣嘉義人,畢業於國立成功大學,後又取得密西根州立大學企管碩士。陳時奮在台北企業界任職近九年,同時兼任大學講師,也為媒體撰稿。在三十五歲那年,陳時奮決定轉行進入學界。
陳時奮進入伊利諾大學的商學院攻讀博士,主修國際商務。取得博士學位後,陳時奮曾任教加州大學河濱分校、堪薩斯州立大學、與波士頓近郊的布蘭岱大學。
在美國任教十年後,陳時奮轉任西安大略大學的毅偉商學院,並於任教十二年後以終身職正教授的身分提早退休。在這之前一年,陳時奮就已轉任西華盛頓大學的講座教授,並擔任國際商務中心主任。
陳時奮在2013年晉升為毅偉的正教授,決定投入台灣的政治評論,用Ontario的諧音取筆名翁達瑞。早期翁達瑞只投稿自由時報與蘋果日報,後來又建立翁達瑞的臉書帳號當作發言平台。
在2022年地方大選之前,翁達瑞因評論政治人物的學術誠信遭多人提告誹謗,興訟人包括國民黨的柯志恩、民眾黨的高虹安、與時代力量的劉仕傑。
除了官司騷擾,翁達瑞還遭受許多不實抹黑,包括接受民進黨指揮、收受教育部補助、經營集體帳號、甚至還被造謠有前妻。
為了迎戰官司,翁達瑞決定回台灣現身向地檢署報到。最終贏得所有被告的官司,也破解諸多不實的抹黑。為了維護言論市場的潔淨,翁達瑞提告對多位抹黑者,讓對方承受刑事懲罰與民事賠償,包括對新竹市長高虹安提起的誣告自訴。
現身後,翁達瑞頻繁出現在台灣的政論節目,也經常接受媒體專訪,並受邀到許多社團演講。除了在臉書發表評論文章之外,翁達瑞也建立了專屬的YouTube頻道,取名「翁達瑞的逆襲」,定期發佈影音評論。
Shih-Fen Chen (pen name: Tario Ong) was born in Chiayi, Taiwan. He graduated from National Cheng Kung University and later earned an MBA from Michigan State University. Before entering academia, Chen worked in the business sector in Taipei for nearly nine years, while also serving as a part-time university lecturer and contributing articles to the media. At the age of thirty-five, he decided to change careers and pursue an academic path.
Chen entered the University of Illinois Urbana-Champaign to pursue a PhD in International Business. After earning his doctorate, he taught at the University of California, Riverside, Kansas State University, and Brandeis University near Boston.
After teaching in the United States for ten years, Chen joined the Ivey Business School at the University of Western Ontario. Twelve years later, he took early retirement as a tenured full professor. One year before his retirement from Ivey, he had already joined Western Washington University as a chair professor and director of the Center for International Business.
After being promoted to full professor at Ivey in 2013, Chen decided to devote himself to political commentary on Taiwan. He adopted the pen name “Tario Ong,” inspired by the pronunciation of “Ontario.” In the beginning, Tario Ong contributed articles mainly to the Liberty Times and Apple Daily. Later, he established a Facebook account under the name “Tario Ong” as his primary platform for public commentary.
Before Taiwan’s 2022 local elections, Tario Ong was sued for defamation by several political figures over his commentary on academic integrity issues. The plaintiffs included Ko Chih-en of the Kuomintang, Kao Hung-an of the Taiwan People’s Party, and Liu Shih-chieh of the New Power Party.
In addition to legal harassment, Tario Ong was also targeted by numerous false accusations, including claims that he was directed by the Democratic Progressive Party, received funding from Taiwan’s Ministry of Education, operated coordinated online accounts, and even fabricated rumors about having an ex-wife.
To confront the lawsuits directly, Tario Ong decided to return to Taiwan and appear in person before prosecutors. He ultimately prevailed in all the lawsuits brought against him and successfully clarified many of the false allegations. To help preserve the integrity of public discourse, he also initiated legal actions against several individuals who had spread defamatory claims, seeking both criminal penalties and civil damages, including a criminal prosecution against Kao Hung-an, the mayor of Hsinchu City, for filing a frivolous lawsuit.
Since revealing his identity publicly, Tario Ong has appeared frequently on Taiwanese political talk shows, given numerous media interviews, and been invited to speak at many civic organizations. In addition to publishing commentary on Facebook, he has also launched a dedicated YouTube channel titled “Tario Ong’s Counterattack”( 翁達瑞的逆襲), where he regularly posts video commentaries.
