Title I – National Police Union of Second Life Rules and Regulations
Chapter I – Eligibility to Apply for Membership
§1 – The applicant must be one of the below listed ranks of the subject Department in order for the application to be validated:
I. SIM Owner
II. Commissioner
III. Chief
IV. Assistant Chief
V. Captain
Chapter II – Departmental Eligibility
§1 – The Department must have a physical facility located in an accessible SIM;
§2 – The Department must be active, with on duty officers being notable to auditors;
§3 – The initial audit may be accompanied by the Owner, Commissioner or Chief of the Department;
§4 – The Department must allow the auditor within it premises at all times.
Chapter III – Application Process
§1 – The applicant must submit the application found within the NPUSL website
§2 – All pertinent information must be answered with detail, and henceforth any missing information required may cause the denial of the given application
§3 – Auditors shall visit the Department within the following week
§4 – All final reports will be submitted to the Head Auditor within 7 days of the application being submitted
§5 – The applicant may track the application’s status through the given spreadsheet available on the website
§6 – The Auditor or Head Auditor may contact the applicant to inquire about any further information, which shall be submitted to the NUPSL within the next 3 days.
§7 – If denied, such denial shall be accompanied by a justification so that the applicant may correct the given topics and contact the Head Auditor for reassessment within 2 days of denial.
Chapter IV – Tier Ranking System
§1 – All accepted Departments shall be ranked under the following system:
I. Elite Tier – The best Police Department in Second Life
II. Tier 1 – Premium Departments
III. Tier 2 – Stand Out Departments
IV. Tier 3 – Rising Departments
§2 – Those who do not meet the required points to qualify for either of the three tiers shall remain unranked.
§3 – The Head Auditor and the Auditors shall conduct a surprise audit monthly so assess that the criteria are being consistently upheld.
§4 – In order to qualify for ranking a Department must:
I. Have segment leading facilities
II. Top notch training programs
III. Highly skilled officers
IV. Highly skilled leadership
V. Top quality roleplay
§5 – Meeting all of the abovementioned criteria does not imply immediate qualification for ranking, as each category shall have a different weight.
§6 – Ranks shall be published every 6 months, as a result of monthly audits conducted by the Head Auditor or the team of Auditors.
§7 – Ranked Departments shall receive more privileges depending on rank.
Chapter VI – Rights & Duties of Departments
§1 – Accepted Departments may send 2 recruiting notices every 24 hours
§2 – Elite and Tier 1 Departments may send 6 recruiting notices every 24 hours
§3 – Tier 2 and Tier 3 Departments may send 4 recruiting notices every 24 hours
§4 – Recruiting in chat is prohibited to all Departments, except for Elite and Tier 1 Departments
§5 – Departments shall not send any notices that are not related to recruiting unless authorized by the President, Vice President, Head Auditor or Auditor
§6 – Any drama related issues shall be dealt by suspension of notice rights
§7 – Shall a ranked Department commit any infractions it will:
I. Upon first notice, receive a warning
II. Upon second notice, be downgraded in rank
III. Upon third notice, have its membership cancelled
§8 – Unranked departments shall have notice rights suspended in case of a second notice of infraction.
Chapter VII – Of Management and Representation
§1 – The Board shall be made up of:
I. President
II. Vice-President
III. Head Auditor (s)
IV. Auditor (s)
§2 – Any of the abovementioned personnel may take executive action independently if needed
§3 – The President and Vice-President are responsible for the day to day operations of the NPUSL
§4 – The Head Auditor and his team shall be responsible for upholding the rules and regulations hereby established
§5 – The Auditor and his team are responsible for auditing, ranking, and analyzing all Departments in contention
§6 – A tri-monthly Board Meeting shall take place, where all Department Representatives may express their wishes, complaints, suggestions, as well as the Board may announce new ideas, projects and regulation changes.
