OPERATIONAL RULES

1. Reserving Flying Time

A. A member may have no more than (5) separate reservations for aircraft at any one time.

B. Late Arrival Forfeiture: If a member fails to arrive for their scheduled reservation time, any other member may schedule over and fly the aircraft after 15 minutes have elapsed since the start of the reservation of the previous member. Before taking the aircraft, the member should verify the delinquent member is not at the training tables receiving ground instruction. A courtesy phone check is recommended, but not required. Flying an aircraft without reserving it first on Schedulemaster is not permitted.

C. No-Show Minimum Charges: If a member fails to utilize a reservation of (3 or more hours) and does not cancel it prior to the end of its third hour, that member may be charged 1.0 hour of flying time for the aircraft at the discretion of the operations manager.

D. Maximum Daily Schedule time: No member may schedule an aircraft for more than 4 hours in a single day without the prior approval of the Operations Manager.  On the day of a scheduled flight, if a scheduled flight needs to be extended beyond 4 hours due to weather or other delays (and doing so does not conflict with any other schedules) another schedule may be added at the end of the previous schedule even it makes the total reservations exceed four.  This exception shall not be used to bypass the requirements of section F below.

E. No member may schedule an airplane for another member without specific approval of the operations officer.

F. Reservations three hours in length or longer will incur a minimum of 1.0 hour of flight time charge unless the member closes out the aircraft on Schedulemaster Prior to the End of the third hour. (The member is responsible for a 1.0 hour minimum charge regardless of actual flight time if less than one hour). The minimum may be waived at the discretion of the Operations Manager on a case-by-case basis due to extenuating circumstances.

G. The member whose name is on the Schedulemaster reservation is responsible for all costs/fees associated with the reservation.

H.  Members are responsible for ensuring that they have read and are familiar with the "Messages" that pop up each time that they log into Schedulemaster prior to each flight.  

I.   The minimum age for  a student to receive flight instruction (operate the controls) is 14.  This includes introductory flight lessons.  It is the flight instructor's responsibility to ensure that any minor receiving instruction and or any minor guest riding along has been approved to do so by a parent or legal guardian.

J.   For any non-training flight, it is the pilot in command's (as listed in the aircraft reservation)  responsibility to ensure that any minor guest riding along has been approved to do so by a parent or legal guardian.

2. Membership Requirements

A. Except as provided in part 3 of these bylaws, all flights must have a flight instructor member at the controls.
(1) All flight instructors must be members of the club and must be approved by the operations manager to provide instruction in the club's aircraft.
(2) All flight instructors must hold an unexpired FAA medical certificate or Basic Med certificate.
(3) All flight instructors must have met the requirements of 14CFR Part 61.56 within the preceding 24 calendar months.
(4) All flight instructors must hold an unexpired FAA Flight Instructor Certificate with Airplane Single Engine Land endorsement.
(5) All flight instructors must have at least 250 hours total time.
(6) All flight instructors must have at least 50 hours of dual instruction given.
(a)   50 hours of dual instruction is not required if instructor is only using the aircraft for introductory flight lessons which require
the instructor perform the takeoff, landing, and all taxiing/ground operations.
(7) All flight instructors must have at least 25 hours in each model to be flown.
(a)   25 hours in make and model is not required if a checkout in make and model is completed with the club operations manager.
(8) All flight instructors must have a checkout in each model to be flown (any previous CFI/DPE signed checkout, check-ride, solo endorsement, BFR counts).

B. No member shall operate or instruct in any aircraft unless that member's Schedulemaster and flight privileges are active (not pending, suspended or terminated) prior to the commencement of and for the duration of flight.
(1) A member's Schedulemaster privileges may be suspended if they do not post-flight on Schedulemaster in a timely manner.
(2) A member's Schedulemaster privileges may be suspended if they do not pay for a flight or un-flown 1 hour minimum fee (when applicable) in a timely manner.
(3) A members Schedulemaster/flight privileges may be suspended if they owe the club more than $500 until their account balance is paid.  
(a) Members may prepay a flight to avoid exceeding the $500 by paying any outstanding balance down to $0 plus the anticipated cost of the flight.
(4) An instructor member's Schedulemaster privileges may be suspended if they have not provided documentation that their flight review, flight instructor certificate, and medical certificate are current.
(5) A member's Schedulemaster privileges may be suspended if the fail to abide by any of the club's operational rules.
(6) A rated pilot who is not actively receiving flight training and only using the club for personal flights per the operational rules may have their Schedulemaster privileges suspended if they have not provided documentation that their flight review and medical certificate are current and may not use the club aircraft for personal flights if either show as ovedue on schedulemaster.

C. Flight instructors may provide one, and only one, introductory flight lesson to a prospective student without them being a member. If a flight instructor is providing an introductory flight to a non-member, the flight
(1) must begin and end at the same airport.
(2) may NOT land at any other airport.
(3) may not have a duration longer than 1.2 hours of flight time.
(a)  Back to back introductory lessons (with different students} may not exceed 4 hours total on Schedulemaster..
(4) must include flight instruction given in the aircraft.
(a) A working headset must be provided to each person on board the aircraft.
(5) may not be purely for site-seeing or scenic flight purposes.
(6) must have the full name and phone number of the prospective student listed on the Schedulemaster reservation.
(7) should have the name and phone number of an emergency contact person not on the flight listed in SM reservation.

D.  Personal flights for proficiency, currency, and time building
(1) may not include flight instruction.
(2) must begin and end at the same airport with no intermediate airport landing practice unless only the member pilot is on board.
(3) may not have a duration longer than 1.2 hours of flight time unless only the member pilot is on board unless the requirements of section 2. D. (9) has been met.
(4) may not be for compensation or hire and the pilot may not receive reimbursement other than a pro-rata share of rental cost.
(5) may not include a non-member pilot.
(6) may only be made by
(a) club authorized flight instructors
(b) club members who have received and provide documentation of one of the following for the make and model to be flown to the club operations offficer:
(1) a checkout flight made by the club's operations officer.
(2) a pre-solo stage check made by the club's operations officer.
(3) a final stage check for a private or commercial certificate made by the club's operations officer.
(4) a certificate earned in a club aircraft for private or commercial certificate.
(7) may only be made by members who have met the currency and proficiency requirements of 14CFR 61.56 within the previous 12 calendar months.
(8) may only carry passengers if the pilot member has met the requirements of 14 CFR 61.57
(9) may not go more than 50 nm from the origin airport (no cross country flights)  unless specifically approved in writing by the club's operations officer.
(a)  any such approval(s) will only be on a single flight basis.
(10) may only be made if the operations officer has received/accepted  all required documentation and  approved  the pilot member  to make  personal flights in writing (email or text).
(11) personal flights are a priviledge that may be revoked on a group or individual basis if deemed to be in the best interest of the club for safety, insurance, and aircraft availability reasons by the operations officer.

E. Members shall comply with all applicable Federal Aviation Regulations when operating club aircraft. Club aircraft may only be operated under 14 CFR Part 91.
(1) Air taxi and commercial operations are prohibited in club aircraft.


3. Members Privileges, Limitations, and Responsibilities

A. No members may operate a club aircraft on an unpaved runway or land off-airport.

B. No members may operate a club aircraft in Mexico.

C. Members will be reimbursed for fuel and oil not provided by Crown Air Aviation by deducting it from the cost of the flight at time of payment.
(1) Except for weight and balance reasons, the aircraft should be topped off at its home base prior to flight initiation.
(2) Fuel reimbursement shall be limited to the per gallon fuel cap as listed on the club's website at time of flight commencement or the actual fuel cost, whichever is less.
(3) A copy of the fuel receipt listing the aircraft's tail number and date of the refueling must be received by the operations manager within 3 business days or the credit will be reversed.
(a) The receipt should be sent via the Schedulemaster upload function or by email and the member should keep the original until the upload or email is acknowledged by the operations manager.

D. Members are not authorized to perform any maintenance on the aircraft.

E. If maintenance is required at an airport other than the aircraft's home base, the maintenance must be authorized by the operations manager or owner.
(1) Contact information is provided on the cover of the operations binder in the aircraft.

F. The member is responsible for ensuring the aircraft is returned to its home base in a timely manner except as mitigated by maintenance delays.
(1) The club is not responsible for incidental costs such as but not limited to parking fees, food, and lodging incurred by the member or passengers due to a maintenance issue.

G. Flying an aircraft without reserving it first on Schedulemaster is not permitted.

H. After each flight operation or attempted flight that results in a change in the Hobbs meter, the member must record the flight in both the airplane's operations log and Schedulemaster.
(1) The member who reserved the airplane is responsible for ensuring the times on the aircraft's log are correct prior to operating the aircraft.
(a) Any discrepancy must be noted on the log by putting a (?) in the name field and recording both Tachometer and Hobbs times prior to flight.
(b) In the event of a discrepancy, the actual hobbs meter and tachometer must be photographed and sent to the Operations Manager PRIOR to operation of the aircraft via text to the number listed in the operations binder.
(c) If the member does not comply with 2. H. (1) (a) & (b), the member may be charged for the unclaimed/missing time at the discretion of the Operations Manager.
(d) Members are to take a picture of the Completed Aircraft Log, Hobbs Meter, and Tachometer after each flight for their own records.  They are to provide them to the Operations Manager only if they are notified of a discrepancy.
(e) If the member does not comply with 2. H. (1) (d), the member may be charged for any unclaimed/missing time at the discretion of the Operations Manager.

I. The instructor member, student pilot member when flying solo, or member making a personal flight is responsible for promptly notifying the operations manager in the event of an accident or incident resulting in damage or injury to persons or property due to operation of the aircraft.
(1)  If the Operations Manager can not be quickly reached, the aircraft owner should be notified.
(a) This does not relieve the member of the requirement to notify the Operations Manager as soon as possible.
(2)  Contact information is provided on the cover of the operations binder in the aircraft.
(3) The aircraft should not be moved except as necessary to prevent further damage or injury until cleared to do so by the operations manager.
(4) If it is necessary to move the aircraft, pictures should be taken prior to doing so, if feasible.
(5) Any accident or incident regardless of fault results in automatic and immediate suspension of the instructor's and member's club privileges.

J. The pilot member (for solo or personal flights) or instructor member and student member jointly (for dual instructional flights) are responsible for paying for any damages to the aircraft in the event of negligence or willful violation of FAA regulations on their part that result in the invalidation or applicability of the aircraft's insurance policy.
(1) In all other cases,  pilot member (for solo or personal flights) or instructor member and student member jointly (for dual instructional flights)  are responsible for paying for any damages to the aircraft up to the club's insurance deductible.
(2) All members are encouraged to obtain aircraft renters insurance. A link for one provider is available on the club's website.

K. All members are responsible for ensuring the aircraft is in an airworthy condition and safe for operation before any ground or flight operation.

L.  No club member may fly any single engine club aircraft below 1,000 ft AGL over the water, to include but not limited to the Point Loma shorline and Bay transition routes.

4. Solo Requirements, Personal Flights, and Scheduling Priorities

A.  Prior to being able to schedule and fly club aircraft solo, student pilots are required to:
(1)  Provide a current copy of their medical certificate to the operations manager.
(2)  Provide a copy of their student pilot certificate to the operations manager.
(3)  Provide a copy of their logbook instructor signoff for solo privileges to the operations manager.
(4)  Pass a pre-solo stage check with the operations manager or certificated flight instructor designated to perform pre-solo stage checks.
(5)  Provide a copy of their logbook instructor signoff for the pre-solo stage check showing its successful completion to the Operations Manager.
(6)  Provide a signed copy of the "Additional Solo Limitations" document to the Operations Manager and place a copy into their logbook.

B.  In addition to complying with all FAA Regulations and any limitations placed into the student's logbook by their club authorized flight instructor, any student pilot flying in club aircraft are required to comply with the following limitations which are considered to be an addendum to the any limitations placed in the student's logbook by their instructor.  When any part of the instructor placed limitations conflict with the club limitations, the more restrictive limitation shall apply.

    Solo flight is subject to the following limitations:

For flight in the traffic pattern: Minimum cloud level of Scattered or greater is 2,000 ft.
Minimum visibility is 3 miles.
Maximum crosswind component is 10 knots.

For flight outside the traffic pattern: Minimum Scattered cloud level is 3,000 ft. - Forecast and current
Minimum Ceiling is 3,500 ft. - Forecast and current
Minimum visibility is 5 miles. - Forecast and current
Maximum crosswind component is 10 knots.

In all cases, flight must be completed no later than 30 minutes before sunset as briefed by the FSS. No thunderstorm activity or wind shear warnings may be forecasted. The first two solo flights must be directly supervised by the student's flight instructor. Flight areas are limited to airports specifically endorsed and areas previously flown dual with the student's  instructor unless otherwise cleared. Solo flight is limited to 30 days after last dual flight with the student's instructor and 90 day signoff limit, whichever comes first.

C.  Introductory flights shall have priority for aircraft usage over dual instruction, solo, and personal flights, and dual flights have priority over solo and personal flights.
(1)   Flight instructors perforning introductory flights and/or  their students for dual flights may cancel another member's scheduled dual , solo practice, or personal flight by overriding the schedule on Schedulemaster.
(a)  For introductory flight lessons: a solo flight may be overridden no less than 48 hours before the scheduled flight's start time by the Flight Instructor OR by the Operations Manager,  and a dual flight no less than 72 hours before the scheduled flight's start time unless otherwise agreed,
(b)  For dual instruction lessons a solo practice flight may only be canceled by the Operations Manager and with no less that 24 hours notice.
(i)  The student desiring a solo flight be overriden should create a standby schedule and contact the operations manager requesting the override.
(ii)  The student requesting the override must confirm their instructor's availability prior to requesting the override.
(c)   For dual instruction lessons a personal flight may be overridden no less than 24 hours before the scheduled flight's start time by the Flight Instructor OR by the Operations Manager unless otherwise agreed.
(2)  I all cases the instructor/student should attempt to schedule around any dual, solo, or personal flights or ask the member to adjust their schedule before overriding a schedule.
(3)  The scheduling system will automatically send a email notifying the affected club member in the event of a schedule override, however a courtesy call or text is still reccomended.

D.  Students scheduling club aircraft for solo practice/recency must select "Solo" or "Solo CC" as the destination and list the name or identifier of any airports to be used.

E.  Students scheduling club aircraft for solo practice must list name of their instructor in the comments section.

F.  Instructor members and Pilot members scheduling club aircraft for personal flights must select other and list the purpose of the flight in the comments section.

G.  Personal flights have the lowest priority and may be overridden for intro, training, or solo practice flights.  

4. Discrepancy Reporting

A. When a member finds a maintenance problem or discrepancy (squawk), the member will call the maintenance shop/owner as listed on the operations log cover.  If the issue is not resolved prior to the member's flight, occurs during or after the flight,  or the flight cannot be made, the Operations Manager should also be notified so that they can ensure the issue is addressed in a timely manner. If only reaching voicemail, then sending of a text message to the Operations Manager is requested to supplement the voicemail.

B. It is the duty of members to report any discrepancies they deem may make the aircraft not airworthy. The member shall note the discrepancy using Schedulemaster's squawk function and NOT on the operations log.
(1) Each discrepancy shall be squawked separately.
C. The discrepancy should be recorded in Schedulemaster before leaving the aircraft to ensure other members do not fly the aircraft without being aware of the discrepancy.

D.  Contact information will be found on the operations binder cover located inside the aircraft.

E.  The aircraft MAY NOT be flown until all of the requirements of 14CFR Part 91.213 have been met.

5. Revisions and Additions

A. These operational rules may be revised or amended as needed.

B. Any revisions or amendments will be posted on the club's website or on the Schedulemaster message area.

C. The date of the revision will be posted in the top right of the web page.

D. Revisions will take effect the day after posting.
