Why this syllabus

This is a self-learning guide to prepare me for the role of Humanitarian Affairs Officer (INGO Forum Coordinator) in Yemen. It helps me structure my days while waiting for my Yemen entry visas to get approved (or denied) by the relevant authorities.

What the syllabus will try to cover

It will try to cover a learning path and associated resources related to the following general responsibilities that the INGO Forum Coordinator will be expected to work towards:

  1. ensuring greater coherence among INGOs,

  2. identifying needs, highlighting gaps and advocating to improve the response,

  3. articulate the sensitivities and challenges of the operating environment to internal and external stakeholders

  4. strengthening information sharing between INGOs and between INGO community and other Yemen response coordination structures such as the HCT and the clusters at the Sana'a and sub-hub levels. Overall, enhance access for INGOs, as well as provide systematic linkages to the Yemen coordination structure, particularly with the HCT.

The main tasks and duties of the position include the following:

  1. Ensure compliance with OCHA and INGO host agency policies.

  2. Provide a regular and reliable conduit for the UN, government and local authorities, donor representatives and other stakeholders to communicate and coordinate with INGOs.

  3. Oversee the smooth operation of regular Country Director meetings, sub-group meetings, training, and information circulation. Coordinate INGO exchange, learning and resource-sharing.

  4. Maintain a thorough understanding and develop messaging on operational constraints and policy related issues affecting INGOs in county as well as broader political developments.

  5. Work with INGO members and the Yemen Advocacy Group to develop and formulate common advocacy positions, messaging and strategies.

  6. Closely follow key issues in the planning and implementation of the response in Yemen, provide analysis and briefings for INGO members, and consolidate member feedback, inputs and concerns for external representation and communication.

  7. Spearhead efforts to track INGO operational constraints, and work with members to develop strategies to address common operational challenges.

  8. Develop and maintain excellent working relationships with members and key external stakeholders (e.g. local NGOs, UN agencies, Ministries, donors/diplomatic missions).

  9. Assist in the establishment of a formal, independent and recognised INGO Forum for Yemen.
