The Civilian Aviation Authority (CAA) has retired the practice of separately logging or designating Certified Flight Instructors (CFIs) for Law Enforcement (LEO) and San Andreas Emergency Management (SAEM) training. While such classifications were previously recorded for internal purposes, they are no longer applicable.
All CFIs under the CAA are, and have always been, certified to instruct civilian trainees. This unified standard will now be consistently applied and enforced across all training programs to ensure clarity, consistency, and equal access to flight instruction.

As part of routine internal oversight, the Civilian Aviation Authority recently conducted a comprehensive employee audit. This process identified a moderate-sized group of individuals who were no longer actively employed within the organization but still held official roles.
As a result, these individuals have been removed from the roster to maintain accuracy, integrity, and operational efficiency within the CAA structure.

The Civilian Aviation Authority is proud to announce the newest addition to its administrative team: Leigh Waylon. With six years of experience as a dedicated medivac pilot for the Vice City Fire Department, Leigh brings both critical flight expertise and a passion for public service.
In addition to their operational background, Leigh has spent countless hours studying the former structures of the CAA, back when it operated as the San Andreas Flight Administration (SAFA). Their deep understanding of both past and present aviation systems uniquely positions them to help guide the CAA into a new era of streamlined, effective aviation oversight.
Leigh’s mission is clear: to moderate, maintain, and improve day-to-day operations across the State of San Andreas, ensuring safety, efficiency, and accessibility for all who take to the skies.

Effective immediately, all Certified Flight Instructors (CFIs) under the Civilian Aviation Authority are now required to host Civilian Flight School operations as part of their standard duties. CFIs may no longer reserve themselves exclusively for specific departments.
To maintain an active status, CFIs must conduct at least one training session per month. Instructors who fail to meet this requirement will receive an inactivity strike. Accumulating three inactivity strikes will result in removal from the active CFI roster. The first set of strikes is scheduled to be released on August 1st to those who do not meet the requirements.
These changes are designed to ensure equal access to training, maintain a high standard of instruction, and support the growth of aviation across the State of San Andreas.
The Civilian Aviation Authority has completed a full update and streamlining of our Public and CFI Roster/Tracking Sheets. These improvements are aimed at enhancing efficiency, transparency, and oversight of all Certified Flight Instructors (CFIs) operating across the State of San Andreas.
One key update includes a clearer public display of which CFIs are authorized to provide training for specific departments—such as law enforcement, fire/rescue, or other agencies—while still offering civilian flight instruction. This change ensures that prospective pilots can more easily connect with instructors qualified to meet their specific training needs.
