Pune: To bring in transparency, Maharashtra State Road Transport Corporation (MSRTC) launched the smart card

facility for senior citizens earlier this year. The facility was inaugurated in April in Pune division.

In a recently released report, officials from the transport department have stated that over 40 lakh commuters have not been able to use the smart cards in the Maharashtra State Road Transport Corporation (MSRTC) buses, in the state for the last six months, and the numbers have not been what they authorities expected. These cards were introduced to make commuting and services easy for the passengers, however, this is not the case in reality and adding to the existing troubles, the card renewal process has also stopped for a while.

These smart cards were announced in 2018 as per the Government Resolution (GR) which was issued as a mandate stating that the passengers with smart card services were to be given discounts and also instructed to not misuse the same. Owing to these instructions, the cards were introduced in June 2019, however, inconveniences over a long period of time, have not gone well with the commuters who have raised multiple complaints regarding the cards, be it about adding the money, difficulty using, renewal, receiving new cards, etc. As per reports, new cards are not being issued by the concerned department as of now.

Two agencies from the state were given the contract of managing the cards and the decision was taken after thorough discussion by MSRTC officials. Cards were to be issued to make commute and related services easy for students, senior citizens, etc. However, over the years, the agencies have faced extreme concerns, whereby the contract ended with one and the other went bankrupt. No further decisions were taken further related to the agencies and no official announcements were made.

Passengers have shared the convenience of using the card as it offered many benefits like using digital wallet, easy and hassle-free commute, and more. However, since this is not available now, troubles have increased again as passengers have to carry money, IDs, etc.

Elderly people need not have to carry cash while traveling on the Maharashtra State Road Transport Corporation (ST) buses. MSRTC has started Smart Card facility for the passengers aged over 65 years under which they not only get a concession of 50 percent on the bus fare but can also pay their fare. Through this card, they can also purchase other goods. However, people in Nagpur are facing problem in availing benefit of this initiative mainly because of the technical glitches. On many occasions, the server of MSRTC develops snag and people have to wait for a long to get their smart card. In such cases, applicants also have to make several rounds of the MSRTC office to make smart cards.

Under this initiative launched by the transport department from July 1, senior citizens over 60 years of age can get this card from ST bus terminus by paying 50 rupees. Top ups can also be made as per the requirement. To make the scheme more attractive, MSRTC has also provided cashback offer on using the smart card.

The MSRTC has also appointed agents to make the smart card who charge Rs 100. However, some agents are offering home delivery facility as well. To make a smart card the applicant has to give the copy of the Aadhar card and the registered mobile number. After filing the form the applicant would receive an OTP number on his/her registered mobile mobile.

The card would be prepared only after verifying this OTP number. These smart cards are useful in the Red Bus, Shivshahi and Hirkani buses of MSRTC. The discounted smart card will be issued for a year. After its expiry, the beneficiary would have to renew the card. The 50 per cent concession on fare would be applicable till 4000-km after that full fare would be charged.

A few months back, the State Transport (ST) Corporation had decided to extend the smart card scheme until November 30, keeping the coronavirus pandemic in mind. However, the department has decided to offer further assistance and benefit to the commuters, and so the scheme is now being extended till March 31, 2021. Information regarding the same was shared by the Minister of Transport and President of ST Corporation, Adv. Anil Parab.

The Government of Maharashtra, through ST Corporation, offers concessional fares from 33 per cent to 100 per cent to nearly 27 different social groups. This scheme to issue smart cards was started in relation to Aadhaar number, whereby concerned beneficiaries were able to avail the benefit of this scheme in form of concessions. Accordingly, the process of issuing smart cards to senior citizens and others was implemented at every ST depot.

However, officials realised that due to the coronavirus pandemic, passengers were not able to visit the depot and get a smart card. Further, information regarding the same was also not available at all the depots, and hence, the department decided to extend the same until March 31. As per revised updates, the concession will now be applicable to the passengers where ST buses are operating as scheduled.
