Campaign Announcement: Candidacy for Mayor of Normandy
Dear Normandy Residents,
I am honored to announce my candidacy for the position of Mayor of Normandy. Since April 2021, I have had the privilege of serving on the Normandy City Council, first as a Ward 4 representative and currently as both a Ward 4 representative and Mayor Pro-Tem. My decision to run for City Council was motivated by my desire to restore professionalism, transparency, and accountability to our city leadership.
In my time on the Council, we have made significant strides together:
Reforming City Operations: I brought forth an attendance ordinance, ensuring timely progress in city work. Additionally, we hired and retained a city administrator, creating a more efficient and professional city government.
Financial Health: We completed an audit that demonstrated the city’s positive financial direction—a major achievement after several years of financial uncertainty. With a second successful audit expected in 2025, we are also aiming for a distinguished audit award.
Community Initiatives: As a private citizen, I initiated Normandy Movie Night and the Easter Egg Hunt. After my election, I launched the Normandy City Wide Clean-Up and reinvigorated the Normandy Newsletter through personal funding and donations. I also helped secure ARPA funds in 2021 and obtained over $20,000 through a MDC grant for the Normandy traffic circle.
Strengthening Community Engagement: Under my leadership, Normandy’s community spirit has been reignited. I contributed to filling board vacancies, recommending strong citizens for board service, and engaging in numerous community events. I currently serve on the Parks Board and as Chair of Planning & Zoning. I’ve worked with Beyond Housing, 24:1, and participated in the Neighborhood Leadership Fellow Academy at UMSL.
Infrastructure and Urban Development: I’ve been instrumental in eliminating dilapidated homes, creating a Code Enforcement Committee, supporting the revitalization of Hoezel Park, and contributing to the Parchester Park Master Plan.
As your mayor, I will be committed to continuing these efforts and advancing our city with the following goals:
Enhance Communication: Improve the communication channels between the city and residents.
Responsive Regulations: Provide effective and valuable enforcement of city regulations.
Promote Community Involvement: Encourage broader participation in boards and commissions.
Maintain Professionalism: Uphold professionalism in both city administration and council affairs.
Fiscal Responsibility: Prevent the wasteful use of taxpayer dollars and eliminate frivolous lawsuits.
Economic Development: Continue to develop Normandy as a central hub for housing and economic growth.
Build Strong Partnerships: Foster relationships with UMSL, local businesses, and neighboring communities.
Strategic Vision: Implement the city’s strategic plan to guide Normandy through 2029 and beyond.
I believe that Normandy’s best days are ahead of us, and I ask for your support in achieving these goals. Together, we can move Normandy forward—forward with purpose, unity, and a shared vision for success.
Thank you for your trust and support.
Sincerely,
Yolanda Campbell
