I am a Ph.D. candidate at the Rockefeller College of Public Affairs at the University at Albany, State University of New York. My research explores the financial challenges that mid- and small-sized public sector organizations encounter due to federal- and state-level policy changes affecting their revenues and mandatory expenditures. In addition to examining the causes and consequences of these challenges, I aim to understand how these organizations respond and why they prefer certain strategies.
My current research seeks to contribute to maintaining the quality of public services in the face of these financial challenges, focusing on intra- and intergenerational inequities arising from state-level revenue and mandatory expenditure allocations, such as state aid to school districts and public employee pension funding policies.
