The MOECC's Climate Action 2022 will require the cooperation of a number of different target groups as detailed below.

Carbon Intensive Industry
The green industry will be pivotal in leading Malaysia forward into a net carbon neutral future by providing innovative, affordable and relevant solutions. Industry growth will be supported via subsidies.
Consumers will have to make prudent choices when purchasing products and services to ensure that they are environmentally friendly. Positive choices will be encouraged via subsidies.
The general public will need to work with the MOECC to become more engaged with environmental work via our Volunteer Program.
Carbon intensive industries are contributing towards climate change, thus the industry will have to be phased out. Taxes will be imposed on carbon intensive industries to encourage transition.
