According to Paragraph 9 of Appendix No. 1 of Decision No. 305 of the Cabinet of Ministers of the Republic of Azerbaijan dated October 14, 2013, mobile phones and other wireless devices imported from abroad must be necessarily declared to the customs authority.

The average fee for a 5G-supporting mobile device on the market starts at 600 manat ($353) for Androids and 1,600 manat ($941) for iOS-operated mobile phones.11 As of January 2022, the minimum wage in Azerbaijan was 300 manat ($176) per month, according to official data released in December 2021.12

The SIM cards, serial numbers, and phone numbers of all mobile phones in Azerbaijan must be registered. This requirement was introduced by the Cabinet of Ministers in 2011 without parliamentary approval.1 Mobile operators are required to limit service to any unregistered devices. Mobile operators have also started linking SIM cards to Asan Imza, a government-launched mobile ID service, though it is not required.2

In January 2019, the government shut down mobile internet and phone service during a political rally; later, scores of attendees were questioned by police based on location data taken from their mobile devices. Under Article 39 of the Law on Communication, the service providers are obliged to provide government institutions with any requested subscriber data.6

Azerbaijan has established fines for changing or copying the mobile device's IMEI number (International Mobile Equipment Identity) in order to prevent avoiding mobile device registration, News.az reports.

In July, Telenor Myanmar announced an agreement to sell 100% of mobile operations to M1 Group and exit the market. Part of the sale would reportedly include transferring personal data of subscribers to the new entity, including call records and location data. Civil society are fearful this data will be passed onto the junta by M1 Group.
