Promoting sustainability through teaching, research, and extension

Dr. Moises Neil V. Seriño

He is a professor of the Department of Economics, College of Management and Economics, Visayas State University (VSU), Visca, Baybay City, Leyte, Philippines. He is the recipient of the 2023 Outstanding Young Scientist Award given by the National Academy of Science and Technology (NAST) Philippines for his substantial contribution in socioeconomics and development in the Visayas. In 2024, he received the Outstanding Viscan Award given during the centennial celebration of the Visayas State University.

He finished BS in Statistics in 2005 from Leyte State University (now named Visayas State University), Philippines. He earned his master's degree in International Development Program (IDP) (economics) at the International University of Japan in 2009. He pursued doctorate degree in Economics at the University of Göttingen, Germany in 2014 with Prof Stephan Klasen as his supervisor. He was a visiting research fellow at the Center for Southeast Asian Studies, Kyoto University, Japan in 2019. He was a John Dillon Fellow - Philippines (2021) of the Australian Center for International and Agricultural Research (ACIAR), Australia and recipient of the USDA Scientific Exchange Fellow (2023) at Louisiana State University, USA. 

He was elected board member of the Philippine Agriculture and Economic Development Association (PAEDA) in 2021. Dr. Seriño has been appointed as one of the members of the Technical Panel for Economics of the Commission on Higher Education (CHED) in 2022. He serves as the convenor of the Australia Alumni Agriculture, Aquatic and Natural Resources Community of Practice (AANCoP) in 2022. He is an elected board member of the Visca Educational Foundation Incorporated in 2022. He is a regular member of the National Research Council of the Philippines (NRCP). 

He is recently appointed as the Vice President for Planning, Resource Generation and Auxiliary Services of the Visayas State University. He served as Dean of the College of Management and Economics, Visayas State University (2020 - 2024). He was an Extension Director of VSU (2019 - 2020) and former head of the Department of Economics, VSU (2016-2018). He is still serving as the Director of the Visayas Socio-Economic Research and Data Analytics Center (ViSERDAC) (2020 - present), a research center he established in 2017 with the funding from DOST-PCAARRD. 

He was able to conduct guest lectures at the Universitas Negeri Malang (Indonesia), University Malaysia Terengganu (Malaysia) and King Mongkut's Institute of Technology Labkrabang (Thailand). He is the editor-in-chief of the Review of Socio-Economic Research and Development Studies (ReSERDS) (2017 to present) and he has published in peer-reviewed journals. 

In 2022, he received the Outstanding Researcher Award given by the Visayas State University and in 2023 his research on nature-based solution was recognized by ViCARP and RRDEN as the Outstanding Research Paper during the Regional RDE Symposium. His research interests include development economics, economics of climate change, agricultural economics, environmental conservation and sustainable development.
