ACT OF CREATING AN INTERNATIONAL INDEPENDENT EXTERRITORIAL NON-GOVERNMENTAL ORGANIZATION

PRINCIPAL INTERNATIONAL SUPERVISORY BODY UNDER INTERNATIONAL LAW

The Sovereign Contracting Parties confirm their faith in the goals and principles of freedom, peace, dignity, equality, prosperity, freedom and their desire to live in peace with all peoples and governments. The Contracting Parties are determined to protect the freedom, common heritage and world civilization based on the principles of democracy, individual liberty and the rule of law. The Contracting Parties pursue the goal of strengthening stability and increasing prosperity. The Contracting Parties are determined to join their efforts in order to create collective defense and maintain peace and security. Therefore, the Contracting Parties, in accordance with international, sovereign and extraterritorial law, decided to establish an organization and a community and reached agreement on the following:

• According to the "Universal Declaration of Human Rights" (adopted by resolution 217 A (III) of the UN General Assembly on 10.12.1948).

• According to the "Convention for the Protection of Human Rights and Fundamental Freedoms" (signed in Rome on November 04, 1950) (as amended on May 13, 2004) (together with the "Protocol [N I ]" (signed in Paris on March 20, 1952 ),

"Protocol No. 4 on ensuring certain rights and freedoms other than those already included in the Convention and the first Protocol thereto" (signed in Strasbourg on September 16, 1963), "Protocol No. 7" (signed in Strasbourg on November 22. 1984)).

• According to the "International Covenant on Economic, Social and Cultural Rights"

(adopted on December 16, 1966 by Resolution 2200 (XXI) at the 1496th plenary session of the UN General Assembly).

• According to the "Vienna Convention on the Law of Treaties" (signed in Vienna on May 23, 1969).

• Under the “Vienna Convention on the Succession of States in respect of Treaties” (signed in Vienna on 23 August 1978).

• According to this Charter, according to all international acts, to protect the rights and freedoms of everyone.

1. The sovereign parties approved the establishment of a sovereign international independent extraterritorial public organization and international community with the full name “Main International Supervisory Authority of International Law” (short name “MISAFIL”), which is an international, extraterritorial, sovereign, organizational and legal form for effective interaction, direct self-government and the exercise of its power in accordance with international law, as well as on the territory and space of participants, which is subject to the jurisdiction of community participants, to protect inalienable rights everyone.

2. All signatories of this Act confirm the fact of the creation of an international organization and community. MISAFIL aims to: maintain international peace, maintain legal security and, to this end, take effective necessary measures to prevent and eliminate conflict situations or other violations of the law, in accordance with the principles of justice and international law, settlement or resolution of international disputes or situations that may lead to the violation of peace and justice; develop and strengthen friendly relations between the parties based on respect, the principle of equality and self-determination; to carry out international cooperation in solving international problems of a legal, economic, social, cultural nature and in promoting and developing respect for human rights and fundamental freedoms for all, without discrimination on any grounds; be the center for coordinating the actions of the parties in achieving these common goals.

3. MISAFIL participants, following the principles of interaction to resolve issues, choose their representatives and appoint them to certain positions, for effective interaction and performance of assigned tasks.

In all matters related to external interaction, MISAFIL and its participants are guided by the principles of international law, their Сharter, their established rules and laws or other documents that are beneficial and protect the interests of the organization and its participants, in order to bring legal relations into a reliable and peaceful direction and avoiding contentious issues.

4. Interaction with MISAFIL takes place on the basis of the principles of international law, on the basis of personal interaction, the Сharter of the organization, a public offer, agreements or other documents established by MISAFIL. Documents issued by MISAFIL have a high degree of reliability, which confirms the legitimacy and legal force. The prevention of disputes and all emerging disputes on the Сharter, documents, rules and laws or external interaction are resolved by the sovereign court (tribunal) established in MISAFIL, in accordance with the principles of international, sovereign and extraterritorial law.

MISAFIL has the right to prevent and investigate violations of the law for all parties, to investigate and prevent abuse of power by officials, individuals and legal entities, illegally formed organizations and bodies, to carry out legal judicial justice with incurring financial, moral or other liability by guilty persons or parties, to interact with competent authorities, enter in the international register of suspected, involved and guilty persons, identify and monitor the movement of these persons and parties around the world, monitor the property and changes in the state of persons or parties, seize in a lawful manner, administer legal justice around the world, in serious cases without a statute of limitations around the world in any sovereign court (tribunal) of MISAFIL or its legal participants), in accordance with the principles of international, sovereign and extraterritorial law.

5. MISAFIL protects the inalienable right of everyone of legal personality, right of self-identification and self-determination; the right to liberty and security of person; the right to the protection of the law against such interference or attacks; the right to freedom of thought and free expression of opinion, conscience and religion; the right to be presumed innocent until the legitimacy and grounds for the authority of the verifier are proved and his guilt is proven under his jurisdiction and/or by a superior authority and/or MISAFIL of his choice, in accordance with the principles of international, sovereign and extraterritorial law.

Everyone who has become a victim of violations of his rights or unlawful accusations, violations or non-recognition of his self-determination or legal personality, has become a victim of illegal arrest or detention, abuse of power, has the right to compensation in accordance with the law or a public offer of the accused, with enforceable force.

No one may be suspected, accused or found guilty of any crime or offense which, according to the domestic law or international law in force at the time of its commission, was not such according to its legal personality. No one may be arbitrarily deprived of life, tortured or subjected to cruel, inhuman or degrading treatment or punishment. No one may be arbitrarily arrested or detained. No one shall be deprived of liberty except on such grounds and in accordance with such procedure as are established under his jurisdiction and/or by a superior authority and or by MISAFIL, as he chooses.

Anyone who commits an offense or crime, who holds a job title anywhere in the world and breaks the law, is subject to these restrictions and their immunity in this respect does not apply. Anyone who continues to act in this way opposes a higher law and is personally responsible for their actions, security and consequences, at their own peril and risk, in accordance with the principles of international, sovereign and extraterritorial law.

6. MISAFIL as a participant in international relations, a subject of public international law, has international rights.

MISAFIL participants have the right to draw up documents, carry out legal actions, issue identity documents, documents of recognition of legal personality and identification / self-determination, draw up and certify affidavits or powers of attorney, record and register the facts of events or contracts, open and maintain inheritance cases, issue certificates of rights, certify contracts, testify to the fidelity and certify the authenticity of documents, register acts of status (including the facts of birth, conclusion and dissolution of marriage or union, adoption or adoption, establishment of paternity, name change, death), issue legitimate documents, diplomas and certificates of the established form, other notarial services, to be entered into the official register according to the application of the applicant, according to the established procedures, on behalf of the organization or community members, in order to consolidate the legal interests of different parties, which is indisputable.

7. Nothing in this Act may be construed as giving anyone (subjects of law, individuals or groups of persons) the right to engage in any activity or to perform actions aimed at the destruction of this Organization and the Community, the rights and freedoms set forth in this agreement to establish MISAFIL.
