In mini empires there is only one button you have to press on your mouse. This is left click! However you can use Middle Mouse Button or MMB to rotate the camera and right click to move but you don't have to. However you do have to use the MMB or the scroll wheel to zoom in.

These do the same as MMB which is why you only need to left click. Q rotates to the left and E rotates to the right.
