MASN is a professional practitioners association that meets twice a year, run by governments for governments interested in learning about and furthering the state and use of “Stat” (data, process analysis, evidence, data analysis, dashboarding, data visualization, and more). Meetings always include a deep-dive into one government's data analysis efforts and round table discussion between governments. Additionally, meetings include presentations and discussions with thought leaders.
In the past, MASN has had the privilege of having presentations from Governor O’Malley founder of CitiStat and StateStat; Simon Case, then head of the United Kingdom’s performance management system; Dr. Shelley Metzenbaum, then President of the Volcker Alliance; Mike Mucha, Director/Deputy Executive Director GFOA; Dr. Diana Epstein, OMB Evidence Team Lead; Michael Flowers former head of NYC’s Mayor’s Office of Data Analytics; and Jonathan Schwabish, Senior Fellow at the Urban Institute.
MASN was started in 1998 by Barbara Emerson from Fairfax County Virginia. By the mid-2000s the group stopped meeting, but, in 2013, Dave Gottesman, CountyStat Manager at Montgomery County, MD; Bill Yake Performance Management Coordinator at Fairfax County, VA; and Greg Useem, Chief Performance Office at the City of Alexandria, VA re-instated the group.

The leadership committee coordinates all meetings and manages MASN. The leadership team includes: David Gottesman, Assistant City Manager, City of Rockville, Maryland; Greg Useem, Chief Performance Officer for the City of Alexandria, VA; Elizabeth Funsch, Director for ArundelStat, Anne Arundel County, Maryland; Steve Sharkey, Deputy Director of the Innovation Team for the City of Baltimore, Maryland; and Jaime Lees, Chief Data Officer for Arlington County, VA.
