MODERATION

The Quadrumvirate

Also known as just "The Quad", the Quadrumvirate are responsible for the moderation and governance of MHOC as a community. As the name suggests, there are 4 members of the Quad.

Head Moderator

The "Head Mod" is ultimately responsible for the entire community. He/she/they oversee(s) the other 3 members of the Quad and ensures that the Community is operating smoothly, fairly, and in-line with the constitution. Head Moderators are appointed by outgoing Head Mods, and are then subjected to a Vote of Confidence where a simple majority is needed to pass. The Head Mod also oversees the Events Lead and their team, as well as a team of Discord Moderators who moderate the MHOC Main Server.

Speaker of the House of Commons

The Speaker of the House of Commons - also known as the "Commons Speaker" or the "CS" - is responsible for /r/MHOC and the simulation's activities regarding the House of Commons. This includes General Elections, legislation in the Commons stage of Parliament, the Commons Amendments Committee, Ministers' Questions in the Commons, and moderating debates. To help him/her/them, there are a team of Deputy Commons Speakers - also known as DSs - to carry out many of the aforementioned tasks on /r/MHOC. DSs are appointed by the Commons Speaker and are then required to pass individual Votes of Confidence - there are usually about 6 DSs at a time. The Chair of Ways & Means, a "senior Deputy Commons Speaker" if you will, is the de facto deputy to the Commons Speaker and has direct responsibility of the Amendments Committee. Commons Speakers are elected via STV by the entire Community. While the Commons Speaker must be entirely non-partisan, Deputy Commons Speakers are allowed to be members of, and hold positions within, political parties.

Speaker of the House of Lords

The Speaker of the House of Lords - also known as the "Lords Speaker" or the "LS" - is responsible for /r/MHOL and the simulation's activities regarding the House of Lords. This includes Lords appointments, amendments to legislation by Lords, the Lords General Select Committee, moderating debates, and Oral Questions to the Leader of the House of Lords (a governmental cabinet position). To help him/her/them, there are a team of Deputy Lords Speakers - also known as DLSs - to carry out many of the aforementioned tasks on /r/MHOL. DLSs are appointed by the Lords Speaker and are then required to pass individual Votes of Confidence - there are usually about 2 or 3 DLSs at a time. The Chair of Committees, a "senior Deputy Lords Speaker" if you will, is the de facto deputy to the Lords Speaker and has direct responsibility of the Lords General Select Committee. Lords Speakers are elected via STV by the entire Community. While the Lords Speaker must be entirely non-partisan, Deputy Lords Speakers are allowed to be members of, and hold positions within, political parties.

Speaker of the Devolved Assemblies

The Speaker of the Devolved Assemblies - also known as the "Devolved Speaker" or the "DvS" - is responsible for /r/MHolyrood, /r/MStormont and /r/MLondon, and the simulation's activities regarding the Scottish Parliament, the Northern Irish Assembly and the Greater London Authority. This includes Devolved Elections, legislation in the Devolved assemblies, Ministers' Questions in each assembly, and moderating debates. To help him/her/them, there are specific teams within each Devolved Assembly: a Speaker and Deputy Speakers in the Northern Irish Assembly; a Presiding Officer and Deputy Presiding Officer in the Scottish Parliament; and a Chair in the London Assembly - these individuals are required to pass a Vote of Confidence. Devolved Speakers are elected via STV by the entire Community. While the Devolved Speaker must be entirely non-partisan, Deputy Devolved Speakers are allowed to be members of, and hold positions within, political parties.
